He also felt the quality, scale, and massing <br /> of the retail development would be important to the vitality of the downtown. <br /> He said that some of the businesses in the downtown would not draw window <br /> shoppers, such as the courthouse and the gym, and the retail development was <br /> critical. <br /> Vice MayorNice Chair Ruskin expressed concern that the theater might look <br /> like a box, and Redwood City should not have the biggest theater in the area. <br /> He suggested the RFP include that the theater would be no larger than the one <br /> block and carefully approach proposals for the expanded area. He felt it was <br /> important to keep a retail oriented downtown, and that the matter of the <br /> downtown facade be honored in scale to the size of the City. He stated it would <br /> be important to give detailed direction on the design, and specify the <br /> requirements in terms of massing. He suggested that the design of any facade <br /> that was exposed would be important. He said the downtown was important, <br /> and mistakes cannot be made. He stated that thought should be given to the <br /> back of the Sequoia Station and Fox Theater. <br /> City Manager Everett said that the number of seats in the theater would have <br /> to be equal to or larger than Syufy so they can get the movies they want. He <br /> also stated that the parking, traffic flow, and accessibility issues would have to <br /> be resolved, and Economic Consultant Kelly would be very helpful in working <br /> on these and other important issues. He also suggested establishing committees <br /> to review all aspects of the project. <br /> Architectural Advisory Committee Member Spotorno stated that there was <br /> nothing wrong with a building that makes a singular statement with a single <br /> facade if it was done in the correct way.
