B. Authorize the solicitation of a bid from a non-profit housing entity for an option to
purchase property owned by the City of Redwood City, for the construction of a single-
family dwelling to be sold to a low or very low-income family currently residing in
Redwood City; (304,609)
REPORT: Housing Coordinator Jones-Thomas, November 3,1997
Housing Coordinator Jones-Thomas presented the staff report and described the
triangular lot adjacent to a Hetch Hetchy easement which would require a side yard
setback variance to permit a single family dwelling to be built.
In response to Council questions regarding why a non-profit company would be solicited
and why is Redwood City residency a requirement, Housing Coordinator Jones-Thomas
said this type of project would help the City meet its housing goals, it had been the past
practice of the City to encourage this type of housing, it appeared that only a non-profit
would be interested in doing this kind of special project, and it will target those people
who do not have good affordable housing options.
Couneilman Leipzig said this property was located in a real up and eoming neighborhood
with great potential. He recommended that the City put this property on the open rnarket
and get good value for the land and provide an opportunity for private development. He
said that what is affordable is determined by the market place.
Couneilwoman Buehan said the residents of the Redwood Oaks Neighborhood had been
asking the City to do something positive on that property for a long time, and she was glad
there was a plan in place.
Couneilman Ruskin said the proposed housing would be a welcome addition to the
neighborhood, as right now the corner is a blight. He said home ownership would be good
for the neighborhood, and a non-profit, such as Habitat for Humanity, would do a great job
with that triangular lot and an affordable single family dwelling.
I) MIS: RUSKIN/HOWARD AUTHORIZE THE SOLICITATION OF A BID FROM A
NON PROFIT HOUSiNG ENTITY FOR AN OPTION TO PURCHASE PROPERTY
OWNED BY THE CITY OF REDWOOD CITY.
CARRIED BY THE FOLLOWING ROLL CALL VOTE:
AYES: COUNCIL MEMBERS BUCHAN, CLAIRE, HOWARD, LA BERGE,
RUSKIN AND MAYOR HARTNETT
NOES: COUNCILMAN LEIPZIG
MINUTE ORDER NO. 97-209
REGULAR COUNCIL MEETING MINUTE BOOK NO. 56 NOVEMBER3,1997
MINUTES Page No. 008 PAGE 7
