City Clerk Jorgenson administered the Oath of Office to newly elected
Couneil Members Jeff Ira, Jim Hartnett and Diane Howard. After signing
their Oaths and receiving their Certificates of Election, Council Members Ira,
Hartnett and Howard took their seats at the dais.
B. Nominations and selection of Mayor for a two-year term, conducted by the City
Clerk; (Nominations do not need a second.)
City Clerk Jorgenson asked for nominations for Mayor of the City of
Redwood City.
Couneil Member Claire nominated Couneil Member Howard.
Council Member Ira nominated Council Member Leipzig.
City Clerk Jorgenson asked if there were other nominations for Mayor. There
were no other nominations, and City Clerk Jorgenson announced that
nominations were closed.
Couneil Member Claire said, "I've done this eight times, actually nine times if
you include my own nomination as a Mayor which I did not nominate myself. I
was reminded by former Mayor Britschgi that there has been a long tradition in
Redwood City, rarely broken, that the Vice Mayor of our community would
become Mayor upon the termination of the Mayorship of our current Mayor. I
think that is a good tradition. I think the people of Redwood City need to know
that the Mayorship is a position that is an elected position by the majority of the
Council. Unlike San Francisco where the Mayor is elected by the citizens of the
community, for better or for worse... Our Mayor serves us as the PR person, is
the best way to put it in our community and without local jurisdiction. That
individual has to have first and foremost the ability to serve full time, as former
Mayor Biagi once told me, now Supervisor Biaggi of Amador County, who told
me not less than seven weeks ago in Jackson, California, 'remember, Dick, the
Mayor is a full time if not more, job.' ....1 didn't believe that until I became
Mayor. .. The Mayorship is a full time position. And I think the individual that
wishes to be Mayor needs to be able to devote 40, 50, 60 hours a week to that
position. Diane Howard has that ability. I also think that the Mayor needs to
have the ability to represent us in the community. Diane Howard has... more
than adequately done that as Vice Mayor when she has had to stand in for our
current Mayor. I also believe that being Vice Mayor for two years really
prepares you for that role. For that reason I've nominated Diane Howard."
ADJOURNED REGULAR MEETING MINUTE BOOK NO. 56 NOVEMBER 14,1997
MINUTES Page No. 020 PAGE 10
