<br /> the reverse in the evening where the office traffic is leaving and the majority of traffic is <br /> coming in." <br /> Mr. Daisa said the traffic around Sandpiper School was not part of the specific study, but <br /> he did look at it generally. He said the land use of the subject property did not change the <br /> traffic impact, but the problem with the school "is that there is an on-site circulation <br /> problem which affects (traffic) in and out at the driveways" due to a lack of adequate drop- <br /> off capacity. He concluded that additional traffic from any use on the subject site would <br /> increase the exposure of pedestrians to traffic. He said, "the best solution for children <br /> going to school is to have an adult crossing guard at intersections, and there is a guard now <br /> at Egret and Redwood Shores Parkway." Mr. Daisa suggested that sidewalks be put in on <br /> the south side of Redwood Shores Parkway directing children to the Egret intersection, and <br /> that a "safe route to school be identified." <br /> Mr. Daisa said, "in terms of vehicular mitigation measures, voluntary measures identified <br /> to us included development of TDM (Transportation Demand Management) programs to <br /> reduce peak hour auto travel" which would reduce it from 5-15%. TDM includes flex <br /> hours, carpools, preferred parking, ride share matching, etc. He also suggested <br /> participation in shuttle bus programs and financial participation in a traffic capacity <br /> increases assessment district. Mr. Daisa said the Redwood Shores Transportation <br /> Improvement Assessment District has about $6 million slated for capacity increases, <br /> including widening Redwood Shores Parkway and intersection changes. He said that <br /> regional improvements proposed included work on the Holly and Ralston interchanges and <br /> auxiliary lanes from Whipple to Highway 92. He said the problems at the interchanges are <br /> mitigated if the auxiliary lanes are built. <br /> Viee Mayor Ruskin said, "Reading the report through, looking at the chronology, my take <br /> on this, my way of interpreting what is happening... is that in 1992 when this zoning <br /> occurred because of the low economic activity at the time there was an assumption about <br /> what was likely to happen in the future, and so a zoning ordinance was passed to zone this <br /> area in a particular way that had... a more broader vision been taken, something else might <br /> have been done. Understanding what happened I feel like the City made an error in the <br /> way that it looked at this. I realize that there were other parties involved, the Homeowners <br /> Association was there from time to time, the Owners Association and the Planning <br /> Commission was involved, and other groups and people, but since it is ultimately the <br /> City's responsibility, it seems like it was the City that made the ultimate error, and now we <br /> are in a situation where we are looking at something at this point trying to redress it..." <br /> Councilman Claire said, "I was there, and I want to respond to the comment... I was a <br /> Councilman at the time... The issue, which I have gone back and looked at my notes, had <br /> very little to do with a mistake being made. It had to do with the fact that SBSA was <br /> extremely sensitive to having residential very close to their borders. SBSA is in fact an <br /> industrial use. You can't look at it any other way. SBSA was very concerned and made a <br /> very strong effort to make sure that residential was not put in there.
