They <br /> have been completed. <br /> - <br /> Senior Planner Passanisi described the four options presented by staff: <br /> I. Let stand the approved Architectural permit for the 4-story, 115 sq. ft. office building <br /> and attach mitigation measures as deemed appropriate; <br /> 2. Rescind the Architectural Permit and modify the building height and square footage to <br /> no more than 2 stories and 57,000 sq. ft. (essentially cutting the building area by one- <br /> half); <br /> 3. Rescind the Architectural Permit and impose a moratorium on the property to allow <br /> staff to develop a more limiting zoning classification that could allow only certain uses <br /> (retail nurseries, warehousing, etc.) on the site; <br /> 4. Rescind the Architectural Permit and change the Lido Specific Plan, Zoning, and <br /> General Plan to allow only residential uses on the site. <br /> Jim Daisa, Fehr & Peers Consulting firm, used slides to explain the results of the Traffic <br /> Study (on file in the City Clerk Department.) Mr. Daisa said his direction from the City <br /> was to prepare a Traffic Study that would evaluate or see if there were any significant <br /> unrnitigatable traffic irnpacts resulting from the proposed office building. Further, he was <br /> - directed to compare those impacts with the original plan of 640 dwelling units, which <br /> would represent build-out of the Lido Neighborhood with all residential units, to be <br /> consistent with all the other traffic analyses so incremental differences could be measured. <br /> Mr. Daisa showed slides listing Trip Generation figures, and explained that when <br /> employment of a proposed building is not known the industry standard is used, which is <br /> the square footage of the building is used. He said the zoning code allows for a maximum <br /> of 380 parking spaces for this size building, which is applied citywide, and an estimated <br /> 400-450 employees is the estimate for this site. Mr. Daisa provided "a brief summary of <br /> traffic impacts from a physical capacity standpoint. All the intersections on Redwood <br /> Shores Parkway will operate at a level of service of 'D' or better regardless of the land <br /> use." He said the "office building would not cause any intersection to fail or go to <br /> unacceptable service levels or exceed the City standard." He added that all freeway <br /> interchange junctions would be impacted by any and all uses on Redwood Shores <br /> Parkway. Mr. Daisa showed more slides showing "capacity levels from the drivers <br /> perspective, not a residents' impact measurement on service level, the delay a driver <br /> experiences going through an intersection or traveling along a segment of road" with all <br /> intersections and signalizations measured at a service level of 'D' or better. Mr. Oaisa <br /> said from a physical capacity concern "capacity is not an issue from the drivers <br /> standpoint", but said residents might have a different perception. He said there "is <br /> substantial capacity now and in the future on this four-lane road... Office use on this site <br /> generally has traffic in the reverse peak direction the further east you go on Redwood <br /> - Shores Parkway.
