. - . -
position opposing residential in that area, "our position remains the same as when we
studied it in the early 90s. There is just a great deal wrong with residential being close to a
- sewage treatment plant. I would ask you to view this from a little different perspective.
Where would we be tonight if I was here asking for to build a sewage treatment plant 800
feet from homes in Redwood Shores? I think the answer would be resounding. We would
never get it built. And that was our perspective of the inappropriateness of bringing
residential too close." Mr. Bewley expressed support for all the mitigation measures
contained in the Final EIR.
Jim Talley, 20 Cadiz Circle, said he was "distressed about the events this evening and
things that have been going on in Redwood Shores since I first moved in eight years ago."
He said that seven years ago, Pat Dixon stopped him and "read the riot act" to him about
driving too fast. She said it was a residential community and there were many children in
the area. Mr. Talley reminded everyone of the very tragic death of Jamie Ellison, killed by
a motorist, in Redwood Shores. He said it was appalling how long it took the City to put
traffic signs at that intersection. Mr. Talley said many residents believe that the City looks
upon Redwood Shores as a "cash cow, that we are a colony and we understand what the
Boston Tea Party was all about. I don't feel that we have representation." Mr. Talley said
the Traffic Report confirms that "traffic is not a science, it's an art, and it cloaks itself with
a lot of terms that sound scientific, but it is just a game. And that game is being played up
and down Redwood Shores, at 60 to 65 MPH." Mr. Talley said Sunrise residents have a
bad problern trying to get on Redwood Shores Parkway now, and "I don't want to see
another Jamie Ellison in our community."
-
When called upon by Mayor Howard, Chuek Erdy, 5 Lido Circle, Sunrise Development,
spoke from the audience. He expressed support for Mr. Talley and Mr. Atherly, and
yielded his time.
(Council policy requires a unanimous vote to extend the meeting past 11:00 p.m.)
At 10:55 p.rn., MIS: CLAIRE/HARTNETT TO EXTEND THE MEETING TO 11:30 P.M.
CARRIED BY UNANIMOUS VOICE VOTE.
MINUTE ORDER NO. 97-220
Couneilman Claire said that when he was Mayor, Council meetings often extended into
the morning hours, so the new Council enacted the 11 :00 deadline. He said most everyone
attending Council meetings had to go to work early on Tuesday mornings, and after II :00
p.m. people do not think as well when they were so tired. Councilman Claire said he did
not support the policy, but it was not an attempt to keep anyone from speaking. It was to
make sure that everyone was thinking clearly on issues of great importance to the
community. He added that Council meetings could always be continued to another night
to make sure everyone has an opportunity to speak and deliberations could be held "with a
clear head."
-
REGULAR COUNCIL MEETING MINUTE BOOK NO. 56 NOVEMBER 17,1997
MINUTES Page No. 057 PAGE 26
