<br /> One is, I have always felt that Redwood Shores as being a high-end area, and a premiere
<br /> location. The different uses being proposed here seem to downgrade our area, whether it
<br /> be for a mini-storage or warehouse or industrial or a nursery. I think that for a commercial
<br /> type use, an office building is the highest and best use, and it protects that image, premiere
<br /> area... That relates to value, and all of us who live in Redwood Shores have appreciated
<br /> the appreciation of our homes. By allowing a different type of use, a lower grade use, not
<br /> only hurts the area, but hurts our values, and it is something I worry about, and I am
<br /> concerned about. .. I have been provided notices and different documents that I have read
<br /> through now buying two homes in Redwood Shores, and yes, you have to read through all
<br /> those thick documents, but it is there. I do support the Project."
<br /> Elmer Orliek, 834 Intrepid Lane, said he had lived in Redwood Shores for eight years,
<br /> and was the Election Inspector for the largest Precinct in the County, which included the
<br /> Project area. He said, "This is the third time I have met with Mr. Keech on this matter...
<br /> My argument has been consistently that you don't measure traffic on the basis of square
<br /> feet... This is totally invalid." Mr. Orlick described his discussions with Mr. Keech about
<br /> the number of eventual employees in the Project, and said "there is no correlation between
<br /> the number of parking spaces and the number of employees." Mr. Orlick described the
<br /> increase in registered voters, tripling since 1980. He said the suggestions of a nursery or
<br /> warehouse, were not the only permissible uses, "we could always put more residential in
<br /> there. And I wonder why SBSA is so concerned about a buffer. They are the least
<br /> desirable, although a necessary one, so they don't have to be protected from the better
<br /> housing, the better housing needs to be protected from SBSA. They have 32 acres over
<br /> there... if SBSA wanted to have a buffer they could put it on their property, which I
<br /> suspect is coming next. After the precedent is here... what can we do then?" Mr. Orlick
<br /> said when he decided to buy in Redwood Shores, he went to Tom Passnisi's office (Senior
<br /> Planner) and he showed hirn the Map. "It was a passive park, and I asked what do you
<br /> mean by passive, and he said there would be no competitive sports." Mr. Orlick asked the
<br /> Council to come out and see the property. He said when the school is finished it is going
<br /> to look "like a ten pound bag of sugar in a five pound bag" because the City wanted to
<br /> have enough land for a soccer field. Mr. Orlick said, "I would just like to have you declare
<br /> that this parking survey is inadequate and inappropriate and does not comply probably
<br /> with the law, and secondly we should engage an attorney to start a new.. title search
<br /> starting at the point of deannexation. I believe we will find some improprieties."
<br /> Kelly Erardi, 100 N. Milpitas Blvd., Milpitas, representing Shappell Industries, owner of
<br /> the Redwood Shores Shopping Center, spoke in support of the Lido Project. He said,
<br /> "When we first got involved with the property we checked with staff and went through the
<br /> process with the Redwood Shores Architectural Review Committee, and before we closed
<br /> and went forward we were assured of certain land rights and vestings. I'm here because I
<br /> see some dangerous parallels, and some concerns from our standpoint. We are just about
<br /> finished with our project, but we are not finished. I have everything but my building
<br /> permits, too, and I am hoping that a precedent isn't set here, that one ends up back at my
<br /> project after I have invested a substantial amount of sums to develop it, and maybe not
<br /> have what I thought I had... When we did purchase the property we looked at a trade area
