Consider an Ordinance amending parking and adding parking meter zones on Middlefield <br /> Road and Main Street, introduced on November 3, 1997. (Second reading.) (703) <br /> Affidavit of notification of publication is on file in the City Clerk Department. <br /> 1) Staff report: <br /> Aeting City Manager Griffithss, City Attorney Sehrieker and Community <br /> Development Director Nelson explained the intent of the Ordinance. <br /> Couneil Members discussed the input they had received from the merchants on Main <br /> and Middlefield, and suggested there was cause to reconsider the plan to install parking <br /> meters in that area. Although the meters were installed at the request of merchants <br /> who wanted a turnover of customers, they agreed that the merchants in the area now <br /> were split on this issue. <br /> In response to Council questions, City Attorney Schrieker said there was no legal <br /> reason for the Council to rush its decision, "except that if Civic Center Plaza was <br /> finished and there is no provision for parking, then we have chaos... we have to have <br /> parking spaces and so forth.. -- This (parking meter proposal) was viewed in <br /> conjunction with the Development Agreement" which included on-site parking and <br /> this off-site parking as a package deal. "My recommendation, if you desire to revisit <br /> that issue, would be to. .. receive public testimony, and then not make a decision if you <br /> are so inclined. You could retain the matter under your jurisdiction without making a <br /> decision....
