Emergency Contracting Repair Services, Creek Wall at Redwood Avenue and Ebener Street REPORT: Public Works Services Superintendent Adams, December 8, 1997 Public Works Services Direetor Ingram presented the staff report and described the collapse of a sixty-foot section of the concrete lined creek wall and the City's response. He said, "there is substantial evidence as written in the Report, the emergency created by this collapsed wall cannot allow delay in repairing it. It is important the Minutes reflect that, because you are taking an action that is counter to your normal bidding processes. It is also important to note that you need six affirmative votes on this...., and we have an obligation for reporting on this item from now until it is completed to again comply with the laws in this respect." In response to Couneil asking if staff could do the repairs any faster than outlined in the Report, Direetor Ingram described the design process and some of the events that need to take place before construction could begin, but assured Council that the temporary wall would be OK in the interim. Haygood, December 8, 1997 Engineering and Construetion Manager Patterson introduced the City's new Traffic Engineer, Richard Haygood. Manager Patterson presented the staff report and said Council was being asked to approve a policy which had not been attempted before in Redwood City.
