9.A. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> March 10, 2014 <br /> SUBJECT <br /> Acceptance of the Hazard Mitigation Grant Program Award from the Federal <br /> Emergency Management Agency (FEMA) and the California Governor's Office of <br /> Emergency Services (Cal OES) to the City of Redwood City for the 5th Avenue Pump <br /> Station Improvement Project <br /> RECOMMENDATION <br /> 1. Adopt a resolution, (1) accepting the Hazard Mitigation Grant Program Award of <br /> $3,000,000 for a total project budget of $4,083,355 from the Federal Emergency <br /> Management Agency (FEMA) and the California Governor's Office of Emergency <br /> Services (Cal OES); and authorizing the City Manager to execute the Grant Award <br /> Agreement and related contract documents, and (2) approving an appropriation <br /> amendment to Fiscal Year 2013 -2014 Capital Outlay Fund to increase revenues by <br /> $3,000,000 and to increase expenditures by $3,000,000 for the grant acceptance and <br /> project implementation. <br /> 2. Adopt a resolution designating the City Manager as Applicant's Agent for the Hazard <br /> Mitigation Grant Program and Pre - Disaster Mitigation Program. <br /> BACKGROUND <br /> The 5 th Avenue Storm Pump Station is located on an easement at 3015 E. Bayshore <br /> Road and mainly serves the Friendly Acres neighborhood. It was built in 1951 to handle <br /> local drainage within the limits of Redwood City. Runoff and overflows from drainage <br /> areas in other jurisdictions have created a long history of repetitive flooding from <br /> inadequate pumping capacity. The improvement of the 5 th Avenue Pump Station is one <br /> of the many -prong approaches to mitigating the flooding of the greater regional Bayfront <br /> watershed. <br /> In accordance with the City Council's grant management directives, staff has been <br /> diligent in seeking grant funding from various sources to assist in accomplishing City <br /> capital improvement goals and objectives. This highly selective and competitive grant <br /> will enable the City to complete an essential project to increase flood protection for the <br /> area. <br />
