9.A. - Page 2 <br /> ANALYSIS <br /> On February 4, 2014 staff received an award letter from FEMA and Cal OES approving <br /> a grant funding of $3,000,000 for the total eligible project budget of $4,083,355. The <br /> grant cost share requirement is 75% Federal, with a maximum possible funding of <br /> $3,000,000, and 25% City. The City will have 36 months, or by January 14, 2017, to <br /> complete the project. <br /> In recognition of the favorable terms and benefits, staff recommends acceptance of the <br /> grant. <br /> ALTERNATIVES <br /> Council may choose not to accept the grant award from FEMA and Cal OES, and direct <br /> staff to use appropriated Capital Outlay funds to complete the project. <br /> FISCAL IMPACT <br /> If the grant award is accepted, the Finance Department will increase both revenue and <br /> expenditure of the Fiscal Year 2013 -2014 Capital Outlay Fund by $3,000,000 to <br /> accommodate the grant. <br /> Funds were previously appropriated in the Capital Projects Fund — 5 Avenue /Bayfront <br /> Storm System account, which has an available balance of $5,580,492.17 as of January <br /> 31, 2014, for the remainder of the project budget. <br /> ENVIRONMENTAL REVIEW <br /> The City of Redwood City has determined that this report does not propose any <br /> action(s) at this time that constitute a project as defined by the California Environmental <br /> Quality Act (CEQA).
