7.1.C. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> March 10, 2014 <br /> SUBJECT <br /> Award of Contract — Water Tanks and Pump Stations Seismic Improvement Project <br /> RECOMMENDATION <br /> By motion, approve the contract documents and award the standard form contract <br /> 00520 for the Water Tanks and Pump Stations Seismic Improvement Project to <br /> Anderson Pacific Engineering Construction, Inc. of Santa Clara for their responsive and <br /> responsible low bid of $510,300.00, and authorize the City Manager to increase the <br /> contract amount, if necessary, up to 10% of the amount awarded, not to exceed <br /> $561,330.00. <br /> BACKGROUND <br /> On October 10, 2011, the City Council accepted the Water System Master Plan Report <br /> and directed staff to move forward with specific recommendations for future Council <br /> consideration. As part of The Water System Master Plan, a seismic vulnerability <br /> assessment was performed to prioritize seismic improvements based on condition <br /> assessments of tanks and pump stations and an analysis of system pipeline <br /> performance during seismic events. <br /> ANALYSIS <br /> The Water Tanks and Pump Stations Seismic Improvement Project will improve seismic <br /> performance at steel tanks and pump stations, by modifying water tanks inlet, outlet, <br /> overflow, and drain pipes; improving foundation and anchorage at the Cambridge 2 <br /> tank; reinforcing the tank shell at Wilmington tank; anchoring miscellaneous equipment <br /> at all pump stations; updating roof systems at Carson and Cambridge pump stations; <br /> and re- coating steel tanks as necessary after welding and modifications are completed. <br /> The three bids received at the bid opening on January 22, 2014, are summarized in the <br /> table below. <br /> Bidder Bid Amount <br /> Anderson Pacific Engineering Construction, Inc. — Santa Clara $510,300.00 <br /> Spiess Construction, Inc. — Santa Maria $621,930.00 <br /> Ashron Construction & Restoration, Inc. — Milpitas $686,750.00 <br />
