7.1.C. - Page 2 <br /> The low bid of $510,300 submitted by Anderson Pacific Engineering Construction, Inc. <br /> is considerably lower than the engineer's estimate of $576,100. Anderson Pacific <br /> Engineering Construction has successfully completed similar projects in the past and is <br /> a qualified contractor. Staff believes the Anderson bid is lower than the engineer's <br /> estimate and the others by such a significant amount because they were also recently <br /> awarded a separate City contract for the Carson Tank project, which saves them the <br /> cost of multiple mobilizations for projects. Based on the bids received, staff believes <br /> that the low bid is reasonable and recommends awarding the contract to Anderson <br /> Pacific Engineering Construction, Inc. <br /> Construction is expected to begin in April, and conclude within 150 calendar days. All <br /> the water stations included in this project are located in city owned, secured and fenced <br /> properties, thus impacts to residents and businesses are expected to be minimal. The <br /> City will give notice to all residents and businesses that might be affected by the <br /> construction. Signage that contains project information will be posted at the <br /> construction sites and construction updates will be available on the city's website. <br /> ALTERNATIVES <br /> Council may choose not to award the contract and direct staff to redesign and /or rebid <br /> this project. The water tanks and pump stations are more susceptible to failure during a <br /> seismic event as they are, than with the proposed improvements. <br /> FISCAL IMPACT <br /> Funds for the general work of this project have been approved and appropriated in the <br /> Fiscal Year 2013/14 budget as Water Fund Capital Projects — Water System Seismic <br /> Update (686- 74693 -94 -2013) which has an available balance of $1,471,887.88 as of <br /> January 31, 2014. Seventy five (75 %) of the project's construction cost will be <br /> reimbursed by FEMA /Cal OES through the FY2012 Pre - Disaster Mitigation Competitive <br /> Grant which has been accepted by City Council on September 9, 2013. <br /> ENVIRONMENTAL REVIEW <br /> As the lead agency, City of Redwood City has determined that the Water Tanks and <br /> Pump Station Project meets the California Environmental Quality Act (CEQA) <br /> exemption criteria as set forth in Statutory Exemption, State Code Section Number <br /> 21080(b)(4) — Seismic Retrofit (Specific actions necessary to prevent or mitigate an <br /> emergency) of the Public Resources Code. Furthermore, all improvements, <br /> maintenance and upgrades as proposed are categorically exempt from the <br /> requirements of the California Environmental Quality Act (CEQA) per Section 15301 (b) <br /> (Existing facilities of both investor and publicly -owned utilities used to provide electric <br /> power, natural gas, sewerage, or other public utility services) and (d) (Restoration or <br /> rehabilitation of deteriorated or damaged structures, facilities, or mechanical equipment <br /> to meet current standards of public health and safety...) <br /> This project does not require a National Pollutant Discharge Elimination System <br /> (NPDES) General Permit for stormwater discharges associated with construction and <br /> land disturbance activities pursuant to Attachment A.2 of Order 2010 - 0014 -DWQ which <br />
