EMERGENCY ORDINANCE ESTABLISHING A MORATORIUM ON DEVELOPMENT <br /> OF PARCELS ZONED 'TIDAL PLAIN" IN REDWOOD SHORES - INTRODUCTION OF <br /> - URGENCY ORDINANCE (Six affirmative votes required); (Lido, 100) <br /> REPORT: Senior Planner Tom Passanisi, December 16, 1997 <br /> Senior Planner Passanisi presented the staff report and stated that "in light of the concerns <br /> and issues raised during the Lido Shores office building review, City Council surfaced the <br /> idea of introducing an urgency ordinance to establish a moratorium on building in the TP <br /> zoning sites in Redwood Shores. According to Council directions, staff is now proposing <br /> such a moratorium." <br /> Senior Planner Passanisi displayed transparencies of the location and described the <br /> parcels that are zoned TP. They are the areas immediately surrounding the SBSA plant, the <br /> area north of that and Area H. He said, "Those parcels could be covered by such a <br /> moratorium if the Council deems it appropriate. The current TP zoning district does allow <br /> for office uses, although limited to 2 Y:z stories and owned by non-profit agencies, <br /> governmental agencies, and agencies of that sort. The TP zoning also permits storage yards <br /> and general recreation facilities. Both the offices and these uses are permitted with a <br /> conditional use permit." <br /> Senior Planner Passanisi said, "As evidenced by the recent hearings, some of these uses <br /> may not be desirable by the community or by the City. The 45-day moratorium would give <br /> - staff some time to review the "TP" zoning and determine whether such zoning is <br /> appropriate. We hope to form a subcommittee during that time consisting of Redwood <br /> Shores community leaders, potential developers, property owners, and members of the <br /> Planning Commission and of course, City Council Members, who would then bring the <br /> recommendation back to the Planning Commission and the City Council." <br /> Senior Planner Passanisi explained, "Tonight we are only introducing the urgency <br /> ordinance. The actual adoption would not occur until January 5 or January 12, 1998. <br /> Realistically, it would probably take longer than 45 days to study a rezoning of the area, <br /> and we would recommend that, eventually, Council would extend the 45-day moratorium." <br /> He said a public hearing would follow the adoption of the ordinance. <br /> Couneil Member Hartnett reported that he attended the SBSA Commission meeting as <br /> the City's representative on December 17, and there was a discussion by the SBSA Board <br /> about the use the SBSA and the community might find appropriate on the land they <br /> recently acquired, which he thinks is Tidal Plain. He asked if this moratorium would reach <br /> that land, or if they have a special exemption from the moratorium as a result of being a <br /> governmental agency. <br /> Senior Planner Passanisi responded that he did not think they would be exempt from the <br /> 45 day moratorium, and that he and Jim Bewley of SBSA would be working together to <br /> - look at the zoning of that property and its uses. <br /> ADJOURNED REGULAR COUNCIL MEETING MINUTE BOOK NO. 56 DECEMBER 18,1997 <br /> MINUTES Page No. 109 PAGE 4 <br />
