<br /> In response to questions from Mayor Howard, Senior Planner Passanisi stated that Area <br /> H consists of roughly 60 to 70 acres and the area viewed on the transparency is an <br /> additional 75 to 100 acres zoned "TP". He also indicated that Area H could be added if the <br /> Council wished to do so. <br /> Senior Planner Passanisi said "Area H has a different General Plan classification. The <br /> General Plan classification for Area H consists of residential and commercial uses, where <br /> the General Plan classification for the other "TP" zoned property near SBSA is open space <br /> and urban reserve. Area H has a different General Plan classification, and that will have to <br /> change if the Council decides that the "TP" zoning would have to change." <br /> Council Member Ira said that he would definitely like to include Area H. He asked if <br /> starting the notices on January 5 and concluding in June would be affected by the 45-day <br /> moratorium. Senior Planner Passanisi said it would not. <br /> In response to a question from Couneil Member Ira about the 45-day moratorium, Senior <br /> Planner Passanisi responded that if the study was not completed within the 45 days, it <br /> would have to be extended by Council. <br /> City Attorney Sehricker said that "procedurally, what I would recommend doing is <br /> bringing back an ordinance which would extend the moratorium, but that has to be adopted <br /> after a public hearing, so before the end of the 45-day period that legislation should be <br /> brought before you and noticed for a public hearing, then a public hearing held, and then <br /> the additional adoption of the ordinance which would extend the moratorium should be <br /> addressed." He added that the moratorium could be extended beyond a year, but the City <br /> would have to go through another hearing process to do it. <br /> In response to Couneil Member Hartnett's question regarding entitlements to property in <br /> the Tidal Plain, City Attorney Sebrieker said, "There is nothing pending right now." City <br /> Attorney Sehrieker also answered that no permits could be issued during the moratorium. <br /> In response to questions from Council Member Ira, Senior Planner Passanisi explained <br /> that a separate subcommittee would review the issue, and it would eventually go to the <br /> Planning Commission. A recommendation would then come before the Council. Senior <br /> Planner Passanisi added that representatives of the Planning Commission would be on the <br /> subcommittee. <br /> Mayor Howard called upon James Bewley who had submitted a speaker's card. <br /> James Bewley, Manager of South Bayside System Authority (SBSA), 1400 Radio Road, <br /> addressed the Council. He said that SBSA began the process of acquiring 34 acres (3 <br /> parcels) about a year ago and closed title the end of August, 1997. "SBSA's primary <br /> interest in acquiring the property was to have control over the land uses that someone might <br /> propose so it would be compatible with their mission.
