<br /> The parcel is located in an area which has recognized parking and circulation <br /> issues. The granting of this variance and subsequent approvals on similar parcels <br /> would be expected to aggravate the circulation problems as well as compound the <br /> parking shortage in the area. <br /> 2. The granting of the variance would constitute a grant of special privilege in <br /> relation to other lots in this neighborhood. Although there are some lots in the <br /> area which exceed the density allowance and are nonconforming to current zoning <br /> standards, they were built in conformance with the codes in effect at that time. <br /> There have not been any variances granted in this neighborhood for similar <br /> applications. If this application were approved, property owners seeking to <br /> maximize use of their property would have to be afforded a similar allowance. <br /> Because there are no special circumstances, approval of this variance would in <br /> effect trigger a change in policy which requires review and consideration by the <br /> City Council and Planning Commission. <br /> 3. The granting of this variance would be contrary to the intent of the ordinance. <br /> The established lot width requirement of 75 feet provides for adequate light, air, <br /> and circulation between multi-family buildings and property lines. A wider lot <br /> width also accommodates a greater diversity in design of the structure. The intent <br /> of the ordinance is to apply performance standards consistently within each <br /> district unless there are special circumstances which preclude a property owner <br /> ITom developing his/her lot.
