<br />Councilman Leipzig said he opposed this amendment. "I hate to see us expand a very <br />large department of our City, the Redevelopment Agency, before we have <br />accomplished many projects in an Area that has been in place since 1989. There are <br />lots of things we can do in the existing Area to improve the downtown, the El Camino, <br />the streets, the roads, cleaning up the entrances to Redwood City... I read in here (the <br />staff report) that the consultant, and quite ITank1y, I think that we are going to be <br />spending more money on consultants looking at different proposed projects, the <br />consultant recommends taking out Ampex campus because some one is going to <br />develop it. That is what we want. We want the private sector to come in and develop <br />large and small areas, blighted areas. It is clear that the private sector will come in if <br />we do our job, and that's the basics: clean up some of these areas. We can do a lot, <br />and we started with the discussion on code enforcement.... Hopefully we will get an <br />update on that. This is just job security, consultant security, and adding to the maze of <br />government, and it's not moving forward in my opinion." <br />Councilman Claire said, "the Redevelopment process was started by the Council in <br />1977. .. That Council, and I was on the Planning Commission at that time, pointed out <br />that the development Councilman Leipzig is referring to, would not have occurred <br />unless there was a willingness on the part of the City to participate in that <br />development. The idea has always been to take those blighted areas... and include <br />them in the Redevelopment Agency.... I disagree with the philosophy that we <br />shouldn't be in this business. I think it is one way that we can attract (development).... <br />We would not have Sequoia Station right now, if it were not for the Redevelopment <br />Agency. We would not have the... Lincoln Properties Project, Seaport Center. The <br />fact is that the Redevelopment Agency has been a vehicle for the private sector to <br />develop in areas that would not normally be developed.... In deference to what the <br />Mayor has said, if the seconder would allow me to amend the motion, so that we <br />exclude the residential portions....
