<br /> . . - <br /> In response to Council questions, City Attorney Schricker further explained <br /> Redevelopment law and said "a survey area... is a very preliminary area for review by the <br />- Planning Commission, usually on the generous side." The Planning Commission is asked <br /> to "declare within that area.... any prospective sub-areas which the Commission would see <br /> advisable to include in a Redevelopment Project Area. They would presumably come <br /> back and say 'we recommend' an area that is less than the Survey Area for a Project Area, <br /> and present a preliminary Redevelopment Project Plan which would have some very <br /> general description of what the project might be, and it would not be at aU specific." City <br /> Attorney Schricker said the boundary lines drawn weren't arbitrary, but they are "based on <br /> criteria which is not related to a specific project at all, but is related to symmetry, and in <br /> some respects.... proximity to what staff think would be a Project Area." City Attorney <br /> Schricker said the proposed northern boundary lines were being proposed to include the <br /> Circle Star Theatre property in Redwood City. He added that it "might be worth while for <br /> the Planning Commission and the Redevelopment Agency to look at that area in the <br /> context of redevelopment, because some financing options have rapidly diminished as a <br /> result of the last election, Prop 218, for traffic improvements and other improvements. <br /> Redevelopment may provide some flexibility, but that is one motivation for a rather <br /> expansive area." <br /> In response to Council questions, City Manager Everett described certain targets of the <br /> Survey Area such as open or vacant areas along Highway 101 focusing on several auto <br /> clusters rather than just one auto mall. <br />- Council Members discussed their support of the inclusion of both sides of El Camino <br /> Real and reconfirmed their policy to exclude all residential properties ITom the currently <br /> proposed new Survey Area, specifically the Centennial Neighborhood and Mobile Home <br /> Parks. <br /> I) MIS: CLAIREILA BERGE TO ESTABLISH A SUB-COMMITTEE TO WORK WITH <br /> STAFF AS THE PROJECT AMENDMENT PROCESS DEVELOPS <br /> 2) MIS: CLAIREILA BERGE.
