<br /> I I I III <br /> <br /> Community Development Director Nelson presented the Report and described the <br /> $3.1 million that will be spent on restriping, resignalization, and reconstruction of <br /> --- ITeeway access lanes as part of the mitigation measures to reduce traffic impacts in <br /> the Redwood Shores Neighborhood. <br /> Director Nelson described the partnerships with Belmont and San Carlos on this <br /> issue and the use of a "fair share" basis to decide on costs. She discussed the <br /> impacts of Proposition 2lS on funding assessment districts and the probable use of <br /> the Mello-Roos funding mechanism for future fmancing. <br /> City Manager Everett and Engineer Vorametsanti showed a video computer <br /> simulation that graphically analyzed the results of the traffic study and impacts on <br /> Ralston and Hiller Street in Belmont and Marine Parkway and Oracle/ <br /> Shoreway/Twin Dolphin. City Manager Everett explained the benefits of moving <br /> forward with all the mitigations Director Nelson described above, but wait for the <br /> San Mateo County Transportation Authority's action on the double auxiliary lanes <br /> before considering adding HOV lanes to the on ramps as the state requires. <br /> Council Members discussed the need to get this information out to the people in the <br /> Redwood Shores Neighborhood, and the need to "market" these mitigations. <br /> Councilwoman Buchan suggested that the Council include an informational article <br /> in The Pilot every month. <br /> --- 5. Updates on Jefferson Avenue and James Avenue: Senior Civil Engineer Brian Lee <br /> (100) <br /> Engineer Brian Lee provided an update on the James Avenue project and said it <br /> would come to Council for an award of bid in June of this year, and the project <br /> would be completed in July of 1995. Engineer Lee said staff and the schools in the <br /> project area were working very closely together. <br /> City Manager Everett emphasized that this project was on a "fast track," and <br /> thanked staff and everyone involved for pushing this project through. <br /> Council Members stressed the need for staff to inform neighbors and the whole <br /> community regarding the impacts of this project before and during construction. <br /> MEMO 2/4/97 <br /> Engineer Lee described the status of the Jefferson Underpass and said it would <br /> begin construction in April of this year and it would be completed in November, <br /> 1998. <br /> --- <br /> ADJOURNED REGULAR COUNCIL MEETING MINUTE ROOK NO. 55 FEBRUARY 3,1997 <br /> MINUTES Page No. 129 PAGES <br />
