Vice Mayor Howard suggested the Council establish that <br /> housing philosophy as a Council policy. <br /> MEMO 2/8/97 <br /> Councilman Ruskin said the downtown area was so important, that he <br /> believed the Council "should identify what we can do, not only possible <br /> housing, but doing things that might bring more businesses to the downtown <br /> area." <br /> Councilman Claire suggested that the Council look at the Port and the <br /> Board of Port Commissioners, and said he would like the Port to work more <br /> closely with the City. He said an annual report once a year was not enough <br /> communication between the Port and Council. Councilman Claire <br /> commented on the suggestions to change the Charter to establish term limits. <br /> He said the City transferred property to the Port in 1981/82 which was a <br /> revenue generator to the City, and that was a mistake. He suggested that the <br /> land be transferred back to the City. <br /> MEMO 2/8/97 <br /> Mayor Hartnett said that in this coming year with all the projects the <br /> - Council is considering, a charter change related to the Port was not his <br /> highest priority, and suggested the Council might consider this at some other <br /> point in time. <br /> Councilman Claire said the last charter revision recommendation did not <br /> take enormous amounts of staff or Council time, but agreed that the Council <br /> had a full plate of projects to consider, and suggested that this subject be <br /> postponed, but, reconsidered before 1999. <br /> MEMO 2/8/97 <br /> Councilwoman Buchan suggested the Council establish a Charter Review <br /> Committee to consider many subjects. <br /> Councilman Ruskin suggested rewording Item 6 to reflect the Council's <br /> commitment to beautifying commercial areas: "The City Council wants to <br /> emphasize improvements in commercial and entryway areas beginning with <br /> El Camino Rea!...." He added that the City would continue "to enforce the <br /> most important code violations in residential areas...
