It is very <br /> important for the word to get out as widely as possible... (and) to encourage and <br /> intensify education programs." <br /> Councilman Leipzig said, "It is apparent that we'll have in a moment here, a motion <br /> to continue with the negotiations... We appreciate all of you corning down here. I <br /> have no interest in wanting to reduce the amount of gunfire in this neighborhood - I <br /> want to eliminate it. We have to take back this neighborhood. We have to take back <br /> our community. <br /> "I'm looking for a long term solution. I am not convinced that this System, this <br /> experimental technology should be used here in Redwood City, paid for by the tax <br /> payers. The money is not that big. We're not debating that. Let this company go out <br /> in the private sector, develop the technology, come back to us, and show how it works, <br /> and we will buy it. We'll buy it for twice the cost, I'm sure, because we want to <br /> eliminate, not just reduce this madness, this gunfire, this unlawfulness. It is an <br /> unacceptable form of behavior, and Councilman Claire alluded to that. We have to <br /> emphasize that. It is an unacceptable form of behavior, period. If one gunshot went <br /> off in my neighborhood, and I don't live in the richest neighborhood, I'd be upset. I'd <br /> be on the phone to the Chief. I understand what you are talking about. <br /> "I am a freshman on the Council... I don't support this System, but that doesn't mean <br /> that I don't support you and your neighborhood trying to solve this problem. I haven't <br /> been here for three years studying the issue. I'd like to see other alternatives. I want to <br /> eliminate this problem. Whether we need 20 more officers, six more officers, I don't <br /> know. We are getting a report... later on this year, I hope, ITom our department, and <br /> an outside consultant, to tell us do we need more officers... We want to be safe. Ifwe <br /> need more, maybe that's the way to go. We have to eliminate this problem. <br /> "I think the Gunshot Locator System sends the wrong message. It sends the message, <br /> we don't know if it works, that's clear, ITom the technology, ITom the results. By the <br /> number of gunshots reduced on New Year's Eve, Cinco de Mayo, other holidays, <br /> because of this System, the Reward system, beefed up patrols, a new Police Chief, <br /> we've overlooked that. In the last few years we have heard wonderful things about our <br /> Department. We have a new Chief, things have changed. <br /> "I am not convinced that this System is why we are having a reduced number and I am <br /> taking your word for it, we have been given no documentation ITom our staff on <br /> reduced numbers. Calls and gunshots, I am taking the citizens word, that they are <br /> reduced. You live there, I don't. I believe you.
