II II I ' I II

"What is the long term solution? Are we just fooling you, by saying we are voting in
'--- this System tonight? You can all go home and forget about this problem. No, I'm not
going to. Not in the two and a half, three years I have left up here... Why is the POA
against it? .. We are not eliminating the problem, and we need to eliminate it.
"We need to work together to take back that neighborhood, as a community, as leaders
as law enforcement, as citizens. This is not a panacea, it is a false hope. I want to see
some long term solutions. This is just not acceptable. I want you to know where I am
coming ITom. There has been a lot of press on this issue. It is not just dollars and
cents. .. It is a different viewpoint. That's what I have up here on many issues.
"We need to work together. We have to make those phone calls when you hear
gunshots. We have to have patrols on New Year's Eve and other major holidays. I
don't want to hear that they (police officers) are hiding somewhere. That is not
acceptable, and I'll tell the Chief that and the Manager that. From my position here as
an elected official, that's not acceptable. Put them on every corner, every block, until
we capture these criminals. These people that are ruining a neighborhood, ruining
lives, making people uncomfortable and miserable in their neighborhood. Call in the
National Guard. Whatever it takes.
"You can't just put your faith in an experimental piece of technology and say great, the
job is done. No it is not. We have just started."
--
Mayor Hartnett asked if anyone else wished to speak. No one did. He called for a
vote on the Motion.
ITERATION OF THE MOTION:
MIS: CLAIREIRUSKIN TO AUTHORIZE CONTINUED NEGOTIATIONS WITH
TRILON TO PURCHASE THE SHOTSPOTTER GUNSHOT LOCATOR SYSTEM.
ADOPTED BY THE FOLLOWING ROLL CALL VOTE:
AYES: COUNCIL MEMBERS CLAIRE, HOWARD, LA BERGE, RUSKIN AND
MAYOR HARTNETT
NOES: COUNCIL MEMBERS BUCHAN AND LEIPZIG
MINUTE ORDER NO. 97-056
-------------------------------------------------------------------------------------------------------------------------
9.
