8.A. - Page 6
of the Pete's Harbor Project and to deny the 2012 Appeal as moot. The City Council's
intent on remanding the matter to the Planning Commission was a) to provide additional
opportunity for public involvement and discussion of the Project, and b) to allow the
Planning Commission to exercise its authority with respect to the revised Project.
2013 — Pete's Harbor: In the Fall of 2013 the City then held two Open Houses and a
Town Hall meeting to provide additional opportunities for public involvement and
discussion of the revised Project (as discussed in this report). On February 4, 2014, the
Planning Commission held a duly noticed public hearing and adopted Resolution 14-02
(Attachment 4) approving a PD Permit, Vesting Tentative Map and Condominium Permit
for the Pete's Harbor Project as revised.
2013 - Inner Harbor Specific Plan: In March 2013, the Redwood City Council made
clear that the planning of the Inner Harbor area (an area located northeast of US101
along Redwood Creek) represents a unique planning opportunity for the community.
This area does not include the Pete's Harbor or the One Marina sites and is included
here only for the City Council's reference. Community meetings have been underway
since June 2013. Additional information and a description of the proposed Inner Harbor
Specific Plan Area are located at:
http://www.redwoodcity.org/phed/planning/innerharbor.
Comparison to Marina Shores Village Proposal and EIR
Given the history of the Project and some of the Appellants' positions on the adequacy
of the environmental documentation or information, it is helpful to understand how the
project has been reduced in size since the original Marina Shores Village EIR (2002). A
summary of the Pete's Harbor portion that was analyzed in the Marina Shores Village
EIR (2002) compared to the current project proposal for Pete's Harbor is below:
Table 2 — Comparison of the original Marina Shores Village EIR (2002) and current
Pete's Harbor Proposal
Marina Shores Village EIR Pete's Harbor (2013)
(2002) Pete's Harbor portion
Project Area Approx. 13.21 Acres 13.85 Acres
Land Area Approx. 11.55 Acres 10.67 Acres
Water Area Approx. 1 .66 Acres 3.18 Acres
Land Use Multi-family Residential Multi-family Residential
# of units 633 411
Allowable Density 40 DU/Acre 40 DU/Acre
Proposed Density 54.81 DU/Acre 38.52 DU/Acre
