8.A. - Page 44 <br /> 1 3. On equal footing with items I and 2, we want the City Council to stand up for its <br /> 2 General Plan commitment that the liveaboards not be jettisoned in a new development, <br /> 3 <br /> and thereby to require the inclusion of liveaboards at this site(at least 28, which is <br /> 4 <br /> 10%of the permitted 280 slips). The City's General Plan, in every mention of this <br /> 5 <br /> 6 potential development, included the statement that liveaboard boaters were to be <br /> 7 retained, including citing liveaboard boaters and floating communities as a vital aspect <br /> 8 of Redwood City's Housing Element for affordable housing. The City can and should <br /> g construe its General Plan as requiring liveaboard boaters at this location, and reverse the <br /> 10 <br /> PD and Condo Permits and Map in order to have the developer present a new proposal <br /> 11 <br /> that includes such use. Please see our Memorandum from Appeal #1 for citations. <br /> 12 <br /> 13 (The developer should already redraw its plans to account for moving parking toward the <br /> 14 hand launched boat ramp, because the developer admittedly did not consult professional <br /> 15 marina designers before submitting its plans and drawings, and only after the fact <br /> 16 <br /> discovered that the hand launch boat is most safely and prudently located at the juncture <br /> 17 <br /> of Redwood Creek, rather than near the parking spots now slated for public kayak <br /> 18 <br /> 19 unloading and parking). <br /> 20 Because the developer will have to redraw its development to exclude the federal access, <br /> 21 and should be required to do so to accommodate the liveaboards and hand launch boat, <br /> 22 <br /> the City should simply require a Iesser number of units than the maximum density <br /> 23 <br /> otherwise permitted by the General Plan. It is within City authority to do so. <br /> 24 <br /> 25 4. The City did not undertake current and proper environmental review. The EIR is <br /> 26 woefully out of date(2013, even as amended), and multiple addenda do not address the <br /> 27 removal of the marinas sufficiently (inner and outer harbor) and the displacement of the <br /> 28 <br /> Appeal of Planning Commission Issuance of PD Permit, Vesting Map and Condo <br /> Permit - 1 Uccelli Boulevard, Redwood City <br />
