8.A. - Page 45 <br /> community, as well as sea level rise. <br /> Note: amending and doing addenda were described as "notes to the file"by Redwood <br /> 3 <br /> City's planning manager, and the City relied on the developer's law firm for legal <br /> 4 <br /> analysis as to whether the EIR is sufficient as amended—we disagree that proper <br /> 5 <br /> 6 <br /> environmental review is a `note to the file' and has been done for this project; <br /> 7 5. We believe that sea level rise has not been adequately addressed, in that the access road, <br /> 8 departing from Bair Island Road onto "Uccelli Boulevard"does not show graded access <br /> a and raising of the land from ground zero to at least three feet rise. In addition once raised <br /> 10 <br /> it will settle. The EIR would likely have to address sea level rise and the impact of adding <br /> 11 <br /> all this dirt and the potential for settling(Gita Dev, architect and environmentalist from <br /> 12 <br /> 13 Woodside has often raised this, she is not a member of our group). <br /> 14 In addition, the BCDC has not even completed its sea level rise guidelines, and our <br /> 15 County Supervisors and President have noted that San Mateo County is the#1 County <br /> 16 <br /> that will be affected by sea level rise. We believe that this property is at risk and that <br /> 17 <br /> the City's zoning designation is nonsensical to permit a 411 unit complex versus more <br /> 18 <br /> 19 adaptable uses, including a floating liveaboard community.To the extent the new <br /> 20 development is relying on any kind of levee structure to protect it, this has not been <br /> 21 properly scoped and provided for(Commission Chair Schmidt opined in comments <br /> 22 <br /> during discussion that levees are the favored manner to protect against sea level rise, but <br /> 23 <br /> this has not been established or adopted by Redwood City, San Mateo County, the BCDC <br /> 24 <br /> 25 or any local, regional or state agency). As an aside, Chair Schmidt also made a comment <br /> 26 that we should not "run for the hills" in considering the sea level rise issue, but we should <br /> 27 also not"run into the Bay" without adequately providing for the protective and adaptive <br /> 28 <br /> Appeal of Planning Commission Issuance of PD Permit, Vesting Map and Condo <br /> Permit - 1 Uccelli Boulevard, Redwood City <br />
