PS-13 Policy PS-5.4: Incorporate consideration of, and measures to mitigate <br /> the risks of, sea level rise into the planning process. <br /> The site improvement plans for the project include the City's adaptive <br /> management approach to raising site elevations for future sea level <br /> rise. <br /> General Plan and Zoning Compliance: The Pete's Harbor project is consistent with the <br /> current General Plan designation of "Mixed Use — Waterfront Neighborhood." This <br /> General Plan designation has a maximum residential density of 40 dwellings units per <br /> acre <br /> The project complies with existing zoning. The site is currently zoned General <br /> Commercial/Residential "CG-R," which requires that the residential aspect of the <br /> development comply with the requirements of the R-5 (Multi-family — high density) <br /> Zoning District. The existing zoning allows for up to 412 residential units. <br /> Environmental Review: <br /> An Environmental Impact Report (EIR), prepared for the City by Wagstaff and <br /> Associates, evaluated the potential effects of Marina Shores Village (MSV) and was <br /> certified by the City in 2004. More specifically, the Redwood City Planning Commission <br /> certified the Final Environmental Impact Report (Final EIR) for the Marina Shores <br /> Village project in July 2003, and the City Council approved the Precise Plan and its land <br /> use entitlements in June 2004 and made 28 Statements of Overriding Consideration in <br /> taking their action.1The Marina Shores Village approval was repealed through a local <br /> voter referendum in November 2004. The certification of the Final EIR was not part of <br /> the referendum. <br /> As previously discussed, the Pete's Harbor application includes a portion of the MSV <br /> area with a similar mix of land uses at a lower density and lower building heights (see <br /> Table 2 for comparison of project proposals). The City has determined that an <br /> Addendum No. 2 to the previously certified 2003 EIR is the appropriate environmental <br /> review document for the Pete's Harbor project, pursuant to Sections 15164 and 15162 <br /> of the California Environmental Quality Act (CEQA) Guidelines, including because there <br /> are no new significant impacts nor any increase in the severity of previously identified <br /> impacts and no new mitigation measures are required beyond those identified in the <br /> EIR. The purpose of Addendum No. 2 is to describe the changes and additions to the <br /> previously certified 2003 EIR necessary to achieve CEQA compliance for the current <br /> project proposal for Pete's Harbor. The 2014 Addendum No. 2 identifies mitigation <br /> measures that have been removed as a result of the reduced project scope, mitigation <br /> measures that remain applicable, and any new mitigation measures (as applicable). <br /> Under Section 15164(c) of the CEQA Guidelines, an Addendum is not required to be <br /> circulated for public review. <br /> Resolution No. 14590 dated 6/7/04 <br />
