8.A. - Page 108
Addendum No. 2 conclusions
Section 2 of the 2014 Addendum No. 2 (Attachment 5) describes the specific
differences between the current Pete's Harbor Project and the 2003 EIR project.
Section 3 of Addendum No. 2 describes how the differences between the current Pete's
Harbor project and the 2003 EIR project affect the impact and mitigation conclusions of
the 2003 EIR. A summary of the revised impacts and mitigation measures is included in
Table 1 .1 of Addendum No. 2, which verifies that the revisions incorporated in the
current Pete's Harbor project would not result in new significant environmental
effects or a substantial increase in the severity of the significant effects identified
in the certified 2003 EIR.
Public Outreach: The City conducted two Open Houses, on November 9th and
November 13th of 2013, to gather input and answer questions regarding the Project. City
Staff and the Applicant's team attended both Open Houses so the public could obtain a
wide range of information regarding the project, including the project's history, design,
environmental review and public access. The City also collected comment cards and
provided boards for written comments. A Town Hall meeting then was conducted by the
City on November 20th to respond to comments, answer many of the common questions
being put forth and to take additional questions. The City also provided a background
document with "Frequently Asked Questions" (FAQ's) at all three meetings, and an
updated copy of the FAQ's is posted on the City's website. This input was
communicated to the Applicant for their consideration and possible incorporation into
the Project design.
Specific outreach also occurred with U.S. Fish & Wildlife, BCDC, State Lands
Commission, County of San Mateo and San Carlos Airport.
Public Notification: The Planning Commission public hearing notice was published in the
Redwood City Daily News on January 24, 2014.
Effort was made to ensure that all interested parties were notified of this public hearing
through a variety of means including an electronic mailing list, the City web page,
posting City venues, and direct mail. The following mailing lists were used:
• Adjacent property owners and tenants within 300 foot radius
• BCDC, C/CAG, San Francisco Regional Water Quality Board, California
Department of Fish and Game and the U.S. Fish and Wildlife Service
(responsible agencies).
• State Lands Commission,
• Save the Bay, Diana Reddy, and Chamber of Commerce (interested parties),
and
• On-site postings at Pete's Harbor, Villas at Bair Island, Marina Pointe and One
Marina.
