7.1.B. - Page 2
The low bid of $829,516 submitted by Casey Construction, Inc. is approximately 5.07%
higher than the engineer's estimate of $789,480. Staff reviewed several references
provided by Casey Construction, Inc. for similar completed projects. The references
provided satisfactory feedback in regards to accountability and performance of the
contractor. Based on the bids received and references, staff believes that the low bid is
reasonable and responsive and recommends awarding the contract to Casey
Construction, Inc.
Construction is expected to begin in May 2014 and conclude by the end of August 2014.
The city will give notice to all residents and businesses that might be affected by the
construction. Additionally, the contractor is obligated to provide notice to area residents
and businesses two weeks prior to the start of work on each street and/or two days prior
to any interruption of sanitary sewer service. Signage that contains project information
will be posted at the construction sites and construction updates will be available on the
city's website.
ALTERNATIVES
Council may choose not to award the contract and direct staff to redesign and/or rebid
the project. Replacement costs and service interruptions may increase if completion of
this project is significantly delayed.
FISCAL IMPACT
Funds for the general work of this project were approved and appropriated in the Fiscal
Year 2013/14 budget as Sewer Fund Capital Projects — Sewer Rehab Program which
has an available balance of $1,102,335.65 as of January 31 , 2014.
ENVIRONMENTAL REVIEW
As the lead agency, City of Redwood City has determined that the 2013-2014 Sanitary
Sewer Rehabilitation Project meets the California Environmental Quality Act (CEQA)
exemption criteria as set forth in Section 15301 (Existing Facilities) and Section 15302
(Replacement or Reconstruction) of the CEQA Regulations. Furthermore, this project
has been designed compliant with the city's Engineering Standards and accepted
practices.
JOEL B.
