INTRODUCTION AND SUMMARY <br /> Note: This report (2014) is a revised version of the 2012 initial Addendum No. 2 to the <br /> 2003 Environmental Impact Report (EIR) for the Marina Shores Village Project considered <br /> by the Redwood City Planning Commission on October 30, 2012 and by the City Council <br /> on January 28, 2013 and May 6, 2013. The revisions to the Addendum result in part from <br /> discussions with the Bay Conservation and Development Commission (BCDC) and the <br /> California State Lands Commission (SLC), as well as the recent removal of the outer <br /> marina adjacent to the project site. <br /> Relevant to this revised Addendum, the project revisions include the following <br /> components: <br /> (1) As a separate action in accordance with jurisdictional agency permits (including <br /> SLC), the outer marina at Pete's Harbor has been removed, and the area is now open <br /> water. The outer marina component is no longer a part of the proposed project. To <br /> maintain consistency with past and present references and comparisons, the remaining <br /> interior marina on the project site is still referred to as the "inner marina" in this revised <br /> Addendum. <br /> (2) In the 2012 project, the inner marina would have remained in its existing condition <br /> and would have accommodated approximately 61 slips. The current project would <br /> reconfigure the inner marina within its existing footprint (3.18 acres) to accommodate 45 <br /> to 65 publicly accessible slips and a publicly accessible hand boat launch. (A hand boat <br /> launch is only for non-motorized craft such as kayaks and canoes.) The boat launch <br /> would be installed on a floating dock in the inner marina; the exact location within the <br /> inner marina has not been determined, but current project plans show the launch in the <br /> northeast portion of the inner marina, near Redwood Creek. Seven (7) parking spaces <br /> would be provided for users of the boat launch and other Bay Trail-related public <br /> amenities, per BCDC requirements. The parking spaces would be located near the hand <br /> boat launch staging and wash-down area on the northwest edge of the inner marina. The <br /> inner marina would be fully ADA (Americans with Disabilities Act) accessible. <br /> Please see Figures 2.5 (Current Pete's Harbor Project--Proposed Site Plan), 2.13 (Current <br /> Pete's Harbor Project--Public Access Plan), and 2.14 (Current Pete's Harbor Project-- <br /> Water Trail and Public Kayak Launch Plan) in section 2 (Proposed Project Changes) of <br /> this Addendum. <br /> Neither the 2012 project nor the current project would require any dredging or fill in the <br /> inner marina. This project revision would result in much reduced, but still potentially <br /> significant impacts on biological resources and hydrology/water quality compared to <br /> similar impacts identified and mitigated in the 2003 EIR. <br /> (3) In the 2012 project, the inner marina boat slips would have been available for lease <br /> only to project residents.
