B.A. - Page 236 Pete's Harbor
uiry or rceawooa illy Revised EIR Addendum
January 22, 2014 Page 2-35
included a reduction in maximum building height to 21 stories (236 feet), an enlarged 25,000-
square-foot retail component (to "internalize" more vehicular trips), a 200-room hotel, and transit
and transportation demand management (TDM) provisions to reduce peak period vehicular
trips. Because Alternative 6 was assumed to represent the revised intentions of the applicant,
its design characteristics and comparative impacts and mitigating effects were described in
greater detail in the Alternatives chapter of the 2003 EIR in order to provide adequate CEQA
documentation (i.e., minimize the need for supplemental CEQA documentation) should the City
elect to approve this or a similar alternative.' The project variation approved by the City in June
2004 (see paragraph 4 in section 2.1 above) was similar to Alternative 6.
2.3 CURRENT ASSUMPTIONS FOR 2003 PENINSULA MARINA PROPERTY
In December 2007, the City approved an Addendum to the 2003 Marina Shores Village EIR for
the Peninsula Park project (2007 Addendum), which evaluated a reduced project that proposed
new development only on the Peninsula Marina property. The Peninsula Park project evaluated
in the 2007 Addendum is now called "One Marina," which is under construction and partially
occupied. One Marina will include 249 multifamily residential units, which is 547 fewer units
than the 796 units evaluated in the 2007 Addendum. One Marina will also include 10,000
square feet of retail and 200 hotel rooms, identical to uses evaluated in the 2007 Addendum.
2.4 DIFFERENCES BETWEEN THE CURRENT PETE'S HARBOR PROJECT AND 2003 EIR
PROJECT
The specific differences between the 2003 EIR project and current Pete's Harbor project
proposal are described below.
2.4.1 Site Plan Changes
(a) Current Project. The 2003 EIR project site (see Figures 2.2 and 2.3) encompassed
approximately 46.45 acres in two non-contiguous properties: the southern Peninsula Marina
property (33.24 acres) and a northern Pete's Harbor property (13.21 acres). The current Pete's
Harbor project site is coterminous with the former Pete's Harbor property. The current project
would include residential and marina land uses, each of which is described in more detail below
(subsections 2.4.2 and 2.4.3). Parking would be accommodated on-site.
(b) Differences. Overall land use differences between the Pete's Harbor component of the
2003 EIR and the current Pete's Harbor project are summarized in Table 2.2 and described in
more detail below (subsections 2.4.2 and 2.4.3). In general, the 2003 EIR Pete's Harbor site
plan included 222 more residential units (633 vs. 411) and a reconfigured, reduced inner
marina--reduced to 1.66 acres from the existing 3.18 acres. The current Pete's Harbor project
would reconfigure the existing inner marina within its existing 3.18-acre footprint to
accommodate commercial boat slips plus a publicly accessible hand boat launch.
'February 2003 Draft EIR, page 17-5.
T.110695 Pete's Harbor EIR Addendumlrevised addendum no 212(10695-01).doc
