MIG F 8.A. - Page 237
City of Redwood City Revised Elm Huaenaurn
January 22, 2014 Page 2-36
2.4.2 Residential Changes
(a) Current Project. The current Pete's Harbor project would include 411 apartments and
associated private and public amenities. On the south portion of the site, adjacent to the
existing Villas at Bair Island apartment-marina complex, 311 apartments would be located in a
5-story building wrapped around a 61-story aboveground parking garage. The maximum height
of this combination structure (including concealed rooftop equipment) would be 75 feet. On the
west and north portions of the site, ten 3-story buildings would house a total of 100 apartments,
with ten apartments in each "10-plex" building. The maximum height of each 10-plex building
would be 45 feet.
The overall Pete's Harbor residential density would be 38.52 units per acre (411 units/10.67
acres of land area).' All parking for residents, guests, and visitors would be located on-site, with
850 parking spaces. Boat lessees within the commercial marina will be provided with an
additional 33 on-site parking spaces, for a total of 883 parking spaces. Included in the total
parking supply are motorcycle spaces, ADA (American with Disabilities Act) spaces, electric
vehicle charging stations, and BCDC public access spaces. Bike storage for residents would be
included in the parking garage, and public bike racks would be located throughout the project
site.
(b) Differences. Including both the Pete's Harbor and Peninsula Marina properties, the 2003
EIR project evaluated 1,930 condominiums on approximately 30.87 acres of land identified for
residential use, including associated public and private outdoor space. The 2003 EIR project
residential breakdown included: (1) approximately 1,831 condominiums in 13 multi-story
buildings with a maximum height of 260 feet, and (2) 99 townhouses 24 feet in height. The
overall density of the 2003 EIR project residential areas was approximately 62.5 units per acre
(1,930 units/30.87 residential acres).
The 13.21-acre Pete's Harbor portion of the 2003 EIR project included 633 residential units,
including associated public and private outdoor space, in an array of five 21-story residential
towers (up to 240 feet in height), and numerous low-rise residential flats and townhouses. The
overall density of the 2003 EIR Pete's Harbor residential area was 54.81 units per acre (633
units/11.55 residential acres). The current Pete's Harbor project would include 411 apartments,
or 65 percent of the residential units previously proposed, at a density of 38.52 units per acre.
In summary regarding the residential components of the various past and present proposals, the
2003 EIR evaluated a proposal totaling 1,930 multifamily residential units on two non-
contiguous properties (Peninsula Marina and Pete's Harbor). The 2007 Addendum evaluated
796 multifamily units on one of those properties (Peninsula Marina/Peninsula Park, now One
Marina). Currently, a total of 660 multifamily units are either occupied/under construction (One
Marina = 249 units) or proposed (Pete's Harbor = 411 units) on the two properties.
Parking for 2003 EIR project residents, guests, and visitors (3,860 spaces, or 2 spaces per unit)
was located on-site in enclosed structures (3,357 spaces) and on surface lots (503 spaces),
including 1,266 spaces (2 spaces per unit) for Pete's Harbor, located in enclosed structures
(1,087 spaces) and on surface lots (179 spaces). For the current Pete's Harbor project, parking
'Redwood City policy includes on-site open space--but not water area (i.e., marinas)--in residential
density calculations. The total site area = 10.67 acres of land area + 3.18 acres of inner marina area =
13.85 acres.
T.110695 Pete's Harbor EIR Addendumlrevised addendum no 212(10695-01).doc
