MIG F 8.A. - Page 243 <br /> City of Redwood City Revised Elm Huaenaurn <br /> January 22, 2014 Page 3-2 <br /> (C) Mitigation measures or alternatives previously found not to be <br /> feasible would in fact be feasible, and would substantially reduce <br /> one or more significant effects of the project, but the project <br /> proponents decline to adopt the mitigation measure or alternative; <br /> or <br /> (D) Mitigation measures or alternatives which are considerably <br /> different from those analyzed in the previous EIR would <br /> substantially reduce one or more significant effects on the <br /> environment, but the project proponents decline to adopt the <br /> mitigation measure or alternative. <br /> In accordance with the CEQA Guidelines sections 15164 and 15162, for each environmental <br /> topic addressed in the 2003 EIR (e.g., land use, visual factors, transportation and circulation, <br /> biological resources), the discussion in this Addendum chapter indicates whether: <br /> • changes or additions to the previously certified 2003 EIR for the Marina Shores Village <br /> project (2003 EIR) are necessary to adequately address the impacts and mitigation <br /> measures of the current Pete's Harbor project, and if yes, whether: <br /> • the changes result in new significant environmental impacts or a substantial increase in the <br /> severity of the significant impacts identified in the 2003 EIR; <br /> • the changes require new mitigations not identified in the 2003 EIR that the applicant <br /> declines to adopt; or <br /> • changes have occurred since 2003 in the project circumstances (environmental setting) with <br /> respect to the environmental issue which result in new significant environmental impacts or <br /> a substantial increase in the severity of a previously identified significant impact. <br /> For some of the environmental impacts identified as "significant" in the 2003 EIR, this <br /> Addendum concludes that the changes included in the current Pete's Harbor project would <br /> result in a reduced but still "significant" impact and would therefore still warrant associated <br /> similar or reduced mitigation measures in order to reduce the impact to a "less-than-significant" <br /> level. <br /> For other environmental impacts identified as "significant" in the 2003 EIR, this Addendum <br /> concludes that the changes included in the current Pete's Harbor project, or changes in project <br /> circumstances since certification of the 2003 EIR, would reduce the impact to a "less-than- <br /> significant" level or avoid the impact all together, thereby eliminating the need for mitigation. <br /> In one instance, both the 2003 project and the current Pete's Harbor project would result in a <br /> significant unavoidable contribution to cumulative traffic at the El Camino Real/Whipple Avenue <br /> intersection. <br /> All such conclusions in this Addendum pertaining to remaining mitigation requirements will be <br /> incorporated by the City into an updated (2014) Mitigation Monitoring and Reporting Program <br /> (MMRP) for the Pete's Harbor project. <br /> T.110695 Pete's Harbor EIR Addendumlrevised addendum no 213(10695-01).doc <br />
