B.A. - Page 246 Pete's Harbor <br /> airy or rceawooa i,i y Revised EIR Addendum <br /> January 22, 2014 Page 3-5 <br /> Similar to the Pete's Harbor component of the 2003 EIR, the current Pete's Harbor project <br /> would provide public on-site amenities, including a playground, pedestrian and bike paths, <br /> gazebos, picnic areas, public plazas, outdoor art, overlooks, bike racks, and a new public water <br /> edge esplanade on the west and north perimeter of the site. The current project would also <br /> include a public hand boat launch. The Bay Conservation and Development Commission <br /> (BCDC) has jurisdiction over a 100-foot band inland of and parallel with the San Francisco Bay <br /> shoreline, which in this case includes the western and northern edges of the project site; BCDC <br /> jurisdiction typically results in public access improvements to shoreline areas. The proposed <br /> development plans include the off-site installation of a new 460 linear-foot-long bicycle and <br /> pedestrian trail connection on the west side of Uccelli Boulevard that would link the proposed <br /> on-site public trails with (from north to south) the recently completed Bair Island Bridge to Inner <br /> Bair Island, the Bay Trail extension along the Bair Island Wildlife Refuge, the One Marina Trail, <br /> the future Redwood Creek Trail, the future Highway 101 undercrossing to Downtown, and the <br /> future Blomquist Bridge and Bay Trail extension. <br /> The water demand for the current Pete's Harbor project has been accounted for in the City's <br /> 2010 Urban Water Management Plan (UWMP) (see section 3.7 of this Addendum). In addition, <br /> the One Marina project will provide the adequate transit links (see section 3.4 of this <br /> Addendum), sufficient retail provisions, and adequate below market rate housing for both One <br /> Marina and Pete's Harbor, as evaluated and concluded by City staff. Therefore, Impact 4-3 <br /> would no longer apply to the currently proposed project because the One Marina project and the <br /> current Pete's Harbor project collectively would incorporate the identified smart growth <br /> provisions. <br /> Conclusion. The impact would not occur. The mitigations identified in the 2003 EIR for Impact <br /> 4-3 are not required. <br /> Other Impacts. The certified 2003 EIR determined that the previous Marina Shores Village <br /> project would have less-than-significant impacts associated with the loss of local marina slips <br /> and cumulative land use conditions. The current Pete's Harbor project includes no revisions <br /> that would affect cumulative land use conditions. Regarding the loss of local marina slips, the <br /> current project would include a reconfiguration of the inner marina within the existing 3.18-acre <br /> marina footprint that would result in 45 to 65 publicly accessible slips (compared to 61 existing <br /> slips) plus a publicly accessible hand boat launch--all of which would be fully ADA accessible. <br /> The addition of the public launch, plus the ADA accessibility of the slips and the launch, are <br /> considered land use benefits over existing conditions and over the 2003 project. <br /> T.110695 Pete's Harbor EIR Addendumlrevised addendum no 213(10695-01).doc <br />
