The height and building mass impact analysis and determinations for the <br /> Peninsula Park project (2007 Addendum) also apply to the current Pete's Harbor project <br /> because: (1) the Pete's Harbor component and Peninsula Marina/Peninsula Park component <br /> collectively comprised the Marina Shores Village project, which per CEQA was analyzed as one <br /> project in the 2003 EIR; and (2) both properties are located on Bair Island and contribute to the <br /> visual environment in the vicinity. The 2007 Addendum (Mitigation 5-2-1) concluded that <br /> reducing the maximum building height for all Marina Shores Village project buildings to 75 feet-- <br /> consistent with City zoning limitations--would result in a less-than-significant impact on views, <br /> vistas, and the character of the surrounding area. The currently proposed Pete's Harbor project <br /> meets this performance standard; therefore, 2003 EIR Mitigation 5-2, as revised by Addendum <br /> No. 1, is no longer required. The impact of the current Pete's Harbor project on views, vistas, <br /> and the character of the surrounding area would be less-than-significant. <br /> Impact 5-3 Analysis: General Visual Compatibility Impact. The 2003 EIR identified a <br /> significant visual compatibility impact resulting from the project-related substantial increase in <br /> height, mass, scale, and intensity of development on the East Bayshore Boulevard vicinity. <br /> Similar to Impacts 5-1 and 5-2, the associated 2003 EIR mitigation for Impact 5-3 described two <br /> options: Mitigation 5-3-1, reduction of all project buildings to 50 feet or less in height (to <br /> conform with the existing visual base plane and general scale of existing development), or <br /> Mitigation 5-3-2, preparation of a Precise Plan subject to various discretionary reviews and <br /> approvals by the City. <br /> At 75 feet in height, the current Pete's Harbor project's tallest building (the parking garage) <br /> would be about 25 feet taller than the nearby Bayport Marina Plaza office building (across Bair <br /> Island Road south of the project site) and the Villas at Bair Island multifamily development <br /> (adjacent to the project site on the south). At up to 45 feet, the current project's other multi-story <br /> buildings would be of similar height to these nearby buildings. <br /> Conclusion. The 2003 EIR indicated that <br /> project lighting (interior and exterior) could create light and glare impacts on surrounding <br /> properties and recreational areas, and potential for daytime glare off project tower windows <br /> could cause a nuisance and associated potentially significant visual impact. The associated <br /> mitigation described the need for strategically designed lighting and screening, possible <br /> reductions in building heights, and tinted windows in taller buildings. <br /> The current Pete's Harbor project would result in substantially reduced light and glare impacts. <br /> The extent of tower buildings visible above the base plane level--and therefore the amount of <br /> visible building illumination--would be reduced by approximately 49 percent from the 2003 EIR <br /> T.110695 Pete's Harbor EIR Addendumlrevised addendum no 213(10695-01).doc <br />
