Light emanating from project buildings and illuminated outdoor spaces could still <br /> create light and glare impacts on adjacent residences, nearby buildings, and other surrounding <br /> areas. The tallest multi-story building (75 feet in height), though substantially reduced in <br /> comparison to the 2003 project, would still represent an introduced prominent feature in the <br /> area at night, creating illumination above the base plane level, potentially interfering with <br /> nighttime "dark sky" views of stars, sky, and horizon, and therefore still representing a <br /> potentially significant impact. <br /> Conclusion. Modified impact and mitigation. Impact 5-4 has been modified to refer to the <br /> currently proposed "wraparound building" instead of the previously proposed "tower structures." <br /> Mitigation 5-4 in the 2003 EIR, as modified by the 2007 Addendum, remains applicable to the <br /> current Pete's Harbor project to reduce light and glare impacts to a less-than-significant level. <br /> The 2007 Addendum (Mitigation 5-4) concluded that reducing the maximum building height for <br /> all Marina Shores Village project buildings to 75 feet--consistent with City zoning limitations-- <br /> would be required to help reduce light and glare impacts to a less-than-significant level. The <br /> currently proposed Pete's Harbor project meets this performance standard; therefore, this <br /> portion of Mitigation 5-4 is no longer required. <br /> The following portion of Mitigation 5-4 remains applicable to the current Pete's Harbor project to <br /> reduce light and glare impacts to a less-than-significant level: <br /> Design project lighting to confine illumination to the project site, minimizing light spillage to <br /> adjacent residences, offices, commercial uses, and public open space and recreational areas. <br /> Use cut-off fixtures for outdoor areas. Provide structural or vegetative screening from sensitive <br /> adjacent uses. <br /> Impact 5-5 Analysis: Shadow Impacts. Based on City policy, the 2003 EIR identified project <br /> shadow impacts on nearby and on-site buildings and public areas resulting from the proposed <br /> building heights as a significant visual impact. The associated mitigation included two options <br /> (similar to Mitigation 5-1): Mitigation 5-5-1, the redesign and/or relocation of the proposed <br /> project towers to reduce shadow impacts, or Mitigation 5-5-2, the preparation of a Precise Plan <br /> subject to various discretionary reviews and approvals by the City. <br /> The Redwood City General Plan (Program BE-13) requires shadow analysis for all new <br /> development within the Mixed Use-Waterfront Neighborhood land use designation, which <br /> includes the Pete's Harbor site. The following shadow impacts would typically be considered <br /> significant: <br /> (1) Introduction of landscape that would now or in the future cast substantial shadows on <br /> existing solar collectors; <br /> (2) Casting of shadows that substantially impair the beneficial use of shadow-sensitive public <br /> open spaces; <br /> (3) Casting of shadows from parcels within the Mixed Use-Waterfront Neighborhood land use <br /> designation onto existing adjacent residential development that substantially impair the <br /> beneficial use of these residential parcels; or <br /> (4) Casting of shadows that substantially impair the viability of a sensitive natural habitat. <br /> T.110695 Pete's Harbor EIR Addendumlrevised addendum no 213(10695-01).doc <br />
