B.A. - Page 266 Pete's Harbor <br /> airy or rceawooa i,i y Revised EIR Addendum <br /> January 22, 2014 Page 3-25 <br /> 3.3 POPULATION, HOUSING, AND EMPLOYMENT <br /> The relationships of the current Pete's Harbor project to the previously certified 2003 EIR <br /> population, housing, and employment impact and mitigation conclusions are described below. <br /> Impact 6-1 Analysis: Project-Related Resident Population Growth. The certified 2003 EIR <br /> concluded that the 1,930 previously proposed residential condominiums would house an <br /> estimated on-site total of approximately 4,020 people (an average of approximately 2.08 <br /> persons per unit), and that this population growth increment would have the potential to cause <br /> or contribute to a number of population-related significant environmental effects, all of which <br /> were described in specific environmental topic chapters in the EIR (traffic, public services, <br /> noise, and air quality). <br /> The associated 2003 EIR mitigation program referenced various 2003 EIR mitigation measures <br /> for impacts related to traffic (chapter 7), public services (chapter 10), noise (chapter 13), and air <br /> quality (chapter 15). The 2003 EIR concluded that implementation of these measures would <br /> reduce these potential impacts to less-than-significant levels, with the exception of some <br /> impacts related to traffic (chapter 7), municipal water service demand (Impact 10-1), and long- <br /> term regional air emissions (Impact 15-2), which were identified in the 2003 EIR as remaining <br /> significant and unavoidable. <br /> The current Pete's Harbor project would have fewer residences (411 units) than the previous <br /> Pete's Harbor component of the Marina Shores Village project (633 units) and, therefore, fewer <br /> residents. Using the same average of 2.08 persons per unit, the current project would <br /> accommodate an estimated total of approximately 855 residents, while the previous Pete's <br /> Harbor project would have accommodated about 1,315 residents. The population growth <br /> associated with the current project, although substantially reduced, would still have the potential <br /> to cause or contribute to a number of reduced, but still significant, population-related <br /> environmental effects, all of which are described in the specific environmental topic sections of <br /> this Addendum (traffic, public services, noise, and air quality). <br /> Conclusion. Modified impact and mitigation. The mitigation identified in the 2003 EIR for <br /> Impact 6-1 refers to specific mitigation measures described in various other EIR chapters <br /> (traffic, public services, noise, and air quality). Those mitigations identified in the 2003 EIR for <br /> Impact 6-1 are discussed in the following individual chapters of this Addendum: <br /> • Transportation and Circulation (section 3.4), <br /> • Infrastructure and Public Services (section 3.7), <br /> • Noise (section 3.10), and <br /> • Air Quality (section 3.12). <br /> Due to the overall reduction in residential development proposed by the current Pete's Harbor <br /> project, some mitigation measures identified in the 2003 EIR are no longer necessary, and <br /> others have been modified to address the revised project, as identified in the Addendum <br /> sections listed above. <br /> T.110695 Pete's Harbor EIR Addendumlrevised addendum no 213(10695-01).doc <br />
