MIG F 8.A. - Page 275 <br /> City of Redwood City Revised Elm Auaenaurn <br /> January 22, 2014 Page 3-34 <br /> The associated 2003 EIR mitigation indicated that an improvement had been identified for this <br /> intersection in the TIMFS; however, the TIMFS-identified improvement (a new eastbound right <br /> turn lane) would not be sufficient to mitigate this impact to a less-than-significant level. The <br /> 2003 EIR therefore indicated that, in addition to the TIMFS improvement, a new westbound left <br /> turn lane (likely requiring coordination with Caltrans)would be warranted, which would result in <br /> a less-than-significant cumulative impact at the Veterans/Whipple intersection. Upon <br /> certification of the 2003 EIR, however, the City Council determined that, while technically <br /> feasible, the mitigation measures for this intersection--i.e., the addition of a dedicated eastbound <br /> right turn lane and addition of a second westbound left turn lane--would require property <br /> acquisition and widening of a freeway overpass which would significantly increase project costs <br /> and require extensive coordination with State agencies. The City Council, therefore, adopted a <br /> Statement of Overriding Considerations for the impact at this intersection, resulting in an impact <br /> that is significant and unavoidable. <br /> Due to the substantial reduction in each project, traffic generated by the current Pete's Harbor <br /> project in combination with One Marina would be substantially less than the 2003 project traffic. <br /> In combination, the two projects would increase the average delay at the Veterans <br /> Boulevard/Whipple Avenue intersection by approximately 7.2 seconds during the AM peak hour <br /> and 5.9 seconds during the PM peak hour, both substantial improvements over the 2003 project <br /> (20.2-second and 13.8-second delays, respectively). <br /> Conclusion. Modified mitigation. The current Pete's Harbor project's contribution to this <br /> cumulative impact would be substantially less than the 2003 Pete's Harbor contribution. The <br /> mitigation has been modified to match the mitigation applied to the recent 640 Veterans <br /> Boulevard project for the same intersection. As modified, Mitigation 7-16 would reduce the <br /> project's contribution to this impact to a less-than-significant level. <br /> Impact 7-17 Analysis: Cumulative (2020) With Project Impact on the Blomquist <br /> Street/Maple Street Intersection. The 2003 EIR concluded that the Blomquist Street/Maple <br /> Street unsignalized intersection would operate at LOS F by the year 2020 without the project. <br /> The 2003 EIR also indicated that the addition of the 2003 project traffic would add an average <br /> delay of more than 5.0 seconds to that new intersection during the AM and PM peak hours, and <br /> would also satisfy the Caltrans Peak-Hour Volume warrant for traffic signal installation, <br /> representing a significant project impact under City significance criteria. <br /> The associated 2003 EIR mitigation included two options for designing the Blomquist <br /> Street/Maple Street intersection (signalization with lane modifications, or a roundabout), which <br /> would both reduce this cumulative impact to a less-than-significant level. <br /> Due to the substantial reduction in each project, traffic generated by the current Pete's Harbor <br /> project in combination with One Marina (the two properties that constituted the original Marina <br /> Shores Village project) would be substantially less than the 2003 project traffic. In combination, <br /> the two projects would still contribute significantly to LOS impacts and delays at the <br /> Blomquist/Maple intersection. With project traffic, the intersection would deteriorate from LOS D <br /> to LOS E in the AM peak hour; also, the two projects would add approximately 23 seconds of <br /> delay to already anticipated LOS F conditions in the PM peak hour. <br /> Conclusion. Modified mitigation.
