B.A. - Page 276 Pete's Harbor
uriy a rceuwoou iiy Revised EIR Addendum
January 22, 2014 Page 3-35
mitigation identified in the 2003 EIR for Impact 7-17 remains applicable to the current Pete's
Harbor project and remains sufficient to reduce this impact to a less-than-significant level. The
language has been modified to note that the applicant would make a fair-share contribution to
the funding of this mitigation.
Impacts 7-18 through 7-27 Analysis: Other Cumulative Impacts. The 2003 EIR also
identified significant impacts resulting from Cumulative With Project traffic on the following
roadway facilities:
• Alameda de las Pulgas/Woodside Road intersection (Impact 7-18);
• Broadway/Woodside Road/U.S. 101 Southbound Off-Ramp--PM peak hour (Impact 7-19);
• Veterans Boulevard/Woodside Road intersection--PM peak hour (Impact 7-20);
• Blomquist Street/Seaport Boulevard intersection (Impact 7-21);
• U.S. 101 southbound mixed-flow lanes, Whipple Avenue to Woodside Road segment--AM
peak hour (Impact 7-22);
• U.S. 101 southbound mixed-flow lanes, Woodside Road to Marsh Road segment--AM peak
hour (Impact 7-23);
• Westbound SR 84, County line to University Avenue and University Avenue to Willow Road
segments--AM peak hour (Impact 7-24);
• U.S. 101 southbound mixed-flow lanes, SR 92 to Whipple Avenue segment--PM peak hour
(Impact 7-25);
• U.S. 101 southbound mixed-flow lanes, Whipple Avenue to Woodside Road and Woodside
Road to Marsh Road segments--PM peak hour (Impact 7-26); and
• Eastbound SR 84, Willow Road to University Avenue and University Avenue to the County
line segments--PM peak hour (Impact 7-27).
The associated 2003 EIR mitigations described a combination of roadway improvements plus
implementation of a project-specific Transportation Demand Management (TDM) program. Due
to the need for freeway widening to mitigate several of the impacts (Impacts 7-22 through 7-27),
full mitigation to less-than-significant levels was considered infeasible for implementation by a
single development project, and these particular impacts were therefore identified as significant
and unavoidable. Impact 7-19 was also identified as significant and unavoidable because right-
of-way constraints made the mitigation infeasible. The 2003 EIR found that the remaining
Impacts 7-18, 7-20, and 7-21 could be reduced to less-than-significant levels with
implementation of identified roadway modifications.
The current Pete's Harbor project in combination with One Marina (the two properties that
constituted the original Marina Shores Village project) would not result in any of the significant
Cumulative With Project impacts identified above (Impacts 7-18 through 7-27). All of the
identified impacts would be less-than-significant.
T.110695 Pete's Harbor EIR Addendumlrevised addendum no 213(10695-01).doc
