The certified 2003 EIR indicated that, since the project site (in particular, the Pete's Harbor property) was adjacent to the Bair Island National Wildlife Refuge, a federally managed wildlife reserve, invasive non-native plant species could have an adverse effect on native vegetation and special-status wildlife in the area. The associated 2003 EIR mitigation required eliminating eight invasive, non-native species listed on the project landscape plan that would have the potential to invade and displace native plants, with additions/substitutions subject to approval by the City. The current Pete's Harbor project site is near the Bair Island National Wildlife Refuge, although the Peninsula Marina (One Marina) property is no longer part of the project site (see Figure 3.5-1). Conclusion. Modified impact and mitigation. The current project would be located near the Bair Island Wildlife Refuge. Impact and Mitigation 8-10 identified in the 2003 EIR have been modified to apply directly to the current Pete's Harbor proposal, and to indicate that City staff and the applicant have been collaborating on selection of the project's plant palette. The mitigation remains sufficient to reduce this impact to a less-than-significant level. Other Impacts. The certified 2003 EIR determined that the previous Marina Shores Village project would have less-than-significant impacts on other special-status plants, including the salt marsh harvest mouse, California brown pelican, Western snowy plover, California least tern, California red-legged frog, as well as on aquatic waterbird foraging habitat and general terrestrial wildlife.
