B.A. - Page 284 Pete's Harbor <br /> airy or rceawooa i,i y Revised EIR Addendum <br /> January 22, 2014 Page 3-43 <br /> 3.6 HYDROLOGY AND WATER QUALITY <br /> The relationships of the current Pete's Harbor project to the previously certified 2003 EIR <br /> hydrology and water quality impact and mitigation conclusions are described below. <br /> Impact 9-1 Analysis: Temporary Soil Erosion Increase and Sedimentation Impacts <br /> During Project Construction. The 2003 EIR indicated that filling, grading, and the removal of <br /> existing vegetative cover for the Marina Shores Village project would expose soil to erosion, and <br /> the potential for significant sedimentation impacts on Redwood Creek and on-site marinas <br /> would result. The associated 2003 EIR mitigation described the need to ensure that the <br /> National Pollution Discharge Elimination System (NPDES) requirements administered by the <br /> State Water Resources Control Board (SWRCB) for the purpose of controlling such <br /> construction-period soil erosion and sedimentation were imposed on the project, including <br /> mandatory preparation and implementation of a project-specific Storm water Pollution Prevention <br /> Plan (SWPPP). <br /> The current Pete's Harbor project would have reduced but still potentially significant <br /> construction-related soil erosion and sedimentation impacts. <br /> Conclusion. No change. It is noted that existing vegetative cover on the Pete's Harbor <br /> property is minimal, consisting of introduced perimeter and parking lot trees. The mitigation <br /> identified in the 2003 EIR for Impact 9-1 remains applicable to the current Pete's Harbor project <br /> and remains sufficient to reduce this impact to a less-than-significant level. <br /> Impact 9-2 Analysis: Increased Stormwater Contaminant Loading--Potential Violation of <br /> Water Quality Standards. The certified 2003 EIR for the previous project concluded that <br /> project operation would increase heavy metal, oil, grease, and pesticide/herbicide residues on- <br /> site due primarily to vehicular landscape maintenance activity, potentially causing a significant <br /> water quality impact associated with project site runoff. The associated 2003 EIR mitigation <br /> required that the SWPPP requirement identified under Mitigation Impact 9-1 above incorporate <br /> Best Management Practices (BMPs) to control ongoing, post-construction stormwater <br /> contaminant loading, including compliance with the C.3 regulations adopted as part of the San <br /> Mateo Countywide Stormwater Pollution Prevention Program (STOPPP). <br /> The Impact 9-2 language in the 2003 EIR referred, in part, to the potential contaminant loading <br /> impacts of"office" development, which would not occur under the current Pete's Harbor project; <br /> however, the identified impact would still result. Also, the "proposed, new C.3 regulations" <br /> referred to in the 2003 EIR have since been adopted and are now in effect. <br /> The current Pete's Harbor project would therefore have reduced, but still potentially significant <br /> long-term stormwater contaminant loading impacts. <br /> Conclusion. Modified impact and mitigation. With the minor modifications noted above, the <br /> mitigation identified in the 2003 EIR for Impact 9-2 remains applicable to the current Pete's <br /> Harbor project and remains sufficient to reduce this impact to a less-than-significant level. <br /> Impact 9-3 Analysis: Temporary Impacts from Proposed Flushing Channel Construction <br /> (Dredging) and Marina Filling Operations. The certified 2003 EIR indicated that dredging <br /> necessary to create the proposed project flushing channel and installation of sheet piling <br /> necessary to reconfigure the marinas would disturb marina bottom sediments and result in <br /> T.110695 Pete's Harbor EIR Addendumlrevised addendum no 213(10695-01).doc <br />
