B.A. - Page 298 Pete's Harbor <br /> airy or rceawooa i,i y Revised EIR Addendum <br /> January 22, 2014 Page 3-57 <br /> 3.12 AIR QUALITY <br /> The relationships of the current Pete's Harbor project to the 2003 EIR air quality impact and <br /> mitigation conclusions are described below. <br /> Impact 15-1 Analysis: Construction Emissions. The 2003 EIR indicated that project <br /> construction activities (including construction traffic) and the effects of wind would generate <br /> fugitive dust emissions. Although the current Pete's Harbor project encompasses a reduced <br /> project site and a reduced degree of construction activity compared to the previous Marina <br /> Shores Village project, this potential remains potentially significant. The associated 2003 EIR <br /> mitigation required implementation of Bay Area Air Quality Management District (BAAQMD) <br /> recommended dust control measures. <br /> Conclusion. Modified impact; no change to mitigation. The reference to marina "filling and <br /> dredging" has been removed from the impact because these operations would not occur under <br /> the current Pete's Harbor project (the inner marina reconfiguration would not require filling or <br /> dredging). The mitigation identified in the 2003 EIR for Impact 15-1 remains applicable to the <br /> current Pete's Harbor project and remains sufficient to reduce this impact to a less-than- <br /> significant level. <br /> Impact 15-2 Analysis: Project and Cumulative Impacts on Regional Emissions. The 2003 <br /> EIR concluded that the additional vehicular traffic generated by the proposed Marina Shores <br /> Village project would produce long-term emissions exceeding BAAQMD thresholds, resulting in <br /> a project-related and cumulative air quality impact. The associated 2003 EIR mitigation <br /> required implementation of the transportation demand management (TDM) measures identified <br /> in EIR chapter 7 (Transportation and Circulation), as well as additional strategies to reduce <br /> vehicle use and encourage pedestrian, bicycle, and transit modes of travel. The 2003 EIR <br /> concluded that, despite these measures (e.g., reserved carpool parking, an on-site <br /> Transportation Management Association, carsharing, cap on peak-hour trips), which could <br /> reduce overall emissions by about 15 percent (individual pollutant reductions would vary slightly <br /> from this percentage), project-related and cumulative regional emissions resulting from the <br /> Marina Shores Village project would remain significant and unavoidable. <br /> The current Pete's Harbor project proposes 411 residential units compared to the 1,930 <br /> proposed under the previous Marina Shores Village project. Other proposed changes in land <br /> use are described in chapter 2 (Proposed Project Changes) of this Addendum. The current <br /> project would generate approximately 1,9261 daily trips, while the previous project would have <br /> generated approximately 14,108 daily trips. Therefore, the current Pete's Harbor project would <br /> generate approximately 14 percent of the trips generated by the previous project. <br /> Table 3.12-1 applies this approximate 14 percent factor to the regional emissions estimates for <br /> the 2003 EIR project to calculate the reduced regional emissions that would result from the <br /> current Pete's Harbor project. As shown in the table, the current project would generate <br /> regional emissions estimated to be below the BAAQMD thresholds for all identified pollutants, <br /> both without and with implementation of the identified TDM measures. Therefore, the new <br /> project's impact on regional emissions would be less-than-significant, and the mitigation <br /> identified in the 2003 EIR for Impact 15-2 would no longer be required for regional air emissions <br /> mitigation purposes. <br /> 'See Table 3.4-1 of this Addendum. <br /> T.110695 Pete's Harbor EIR Addendumlrevised addendum no 213(10695-01).doc <br />
