8.A. - Page 329
buildings on the subject easement. Accordingly, I determined that the proposed use of the
subject casement as a public trail is consistent with the Compatibility lDetcrmination for Wildlife
Observation and Photography, published in the Don Edwards San Francisco Bay National
Wildlif Refirge Comprehensive Conservation Plan (October 2012), which concluded that
wildlife observation and photography activities conducted on foot (e.g., walking, hiking, jogging)
and bicycling on designated trails will not materially interfere with or detract from the fulfillment
of the National Wildlife Refuge System mission or the purposes of the Refuge.
Therefore I confirm that the Service is not opposed to the proposed use of the subject easement
since it would continue to facilitate opportunities for the public to enjoy wildlife-oriented
recreation and nature study, consistent with the purposes of the Refuge. My authority to evaluate
and determine the compatibility of a use on the Refuge is delegated by the Service Director to me
as the Refuge Manager under Service Policy, Part 603 National Wildlife Refuge System Uses,
Chapter 2, Compatibility (http://www.fws.govlpolicy/603fw2.html).
If you have any additional questions regarding this matter, please contact me at
anne_morkill @fws.gav or(510) 792-0222 (Extension 123).
Sincerely,
r
Anne E. Morkill
Refuge Manager
San Francisco Bay National Wildlife Refuge Complex
