The U.S.Army Corps of Engineers(Corps)has received an application for a Department of the Army permit from One Marina Owners Association to construct a new 40-slip marina associated with the One Marina development located east of Bair Island Road,in Redwood City,San Mateo County,California (37°29'46.42"N,-122°13'14.95"W). Work within Corps jurisdiction would include the following:a)the placement of up to 26,pre-cast concrete,steel,or wood pilings;b)the attachment of wood or fiberglass floating docks(dock area 0.24 acre)to the pilings to accommodate mooring of recreational vessels;c)the placement of floating dock(dock area 0.004 acre)to provide water access for small watercraft(i.e.kayaks and canoes);and d)the installation of an aluminum gangway(0.0009 acre)to connect the docks to uplands. The pilings for the boat dock would be installed with a vibratory hammer and spaced a minimum of 40 feet apart and as a result,sedimentation rates near the dock would not be increased,nor would the pilings reduce the reach or impair the flow or circulation of tidal waters. No dredging will be required for this proposed marina. This application is being processed pursuant to Section 10 of the Rivers and Harbors Act of 1899(33 U.S.C.Section 403). All work shall be completed in accordance with the drawings included in the enclosed permit application(Figure 3,Proposed Project). The proposed project has been reviewed for its impacts to federally listed species and their designated critical habitat. According to documents provided by WRA,Inc.,the project site and adjacent subtidal habitat is suitable foraging habitat for the California least tern. The project site does not have suitable nesting,however,this species has been documented to occur approximately 1.7 miles to the east of the project site. The applicant has proposed avoidance and minimization measures outlined in the enclosed application materials(page 11). The Corps has determined that the proposed project is not likely to adversely affect the above outlined species.
