He said it was <br /> important to have a flexible program that would allow for changes and cost savings when <br /> possible. <br /> In response to Council questions, Superintendent Mann described projected costs: <br /> $8,500 for the balance ofFY 1996/97 for spot cleaning and washing by contract; annual <br /> costs of $33,000 consisting of two washings at $11,500 each and up to $10,000 in <br /> contract repairs (such as water main breaks); and every third year, a re-sealing at <br /> approximately $35,000. <br /> In response to Council concerns, City Manager Everett explained that one of the clean- <br /> ups was scheduled to follow the annual Fourth of July Parade, and the other would be <br /> sometime after the rainy season, as needed. <br /> In response to Council concerns, Director Ingram said there were two issues staff <br /> wanted to address with the proposed program: Cities without a preventive maintenance <br /> program suffer more long term damage to their inftastructures than those that have an <br /> effective program; and scheduled clean-ups will identify and document problem areas <br /> needing quick attention which will lower tripping claims filed against the City. Director <br /> Ingram said, "there are many benefits to being more proactive than we have been <br /> traditionally, and I think in the long run... the paybacks are much bigger if we stick with <br /> the program. And we can modify it as we learn more things." <br /> In response to Councilman Ruskin's concerns regarding assumptions rather than facts <br /> underlying the proposed program, Director Ingram assured Council that flexibility was <br /> part of the program, sidewalks maintenance levels would be closely monitored, and the <br /> program would be amended whenever it was advantageous to do so to improve <br /> maintenance efforts and/or save money. <br /> MEMO 3/25/97 <br /> In response to Mayor Pro Tem Howard's suggestions to provide products to promote <br /> uniformity, Superintendent Mann agreed to share information and products with <br /> downtown merchants regarding how best to clean the pavers and sidewalks which might <br /> be very cost effective in the long run. <br /> MEMO 3/25/97 <br /> Mayor Pro Tem Howard called upon members of the audience who wished to speak to <br /> this issue. <br /> Don Saye, 2021 Broadway, Redwood City, thanked Public Works Services staff and <br /> Superintendent Mann for working with downtown merchants and letting them review the <br /> plans for the proposed maintenance program.
