Accept the Broadway Sidewalk Maintenance Program to maintain the appearance of the <br /> new sidewalks, and provide for the Program's funding; (701) <br /> ---- <br /> REPORT: Public Works Services Director Ingram, March 24,1997 <br /> Public Works Superintendent Mann presented the staff report which outlined the <br /> proposed Broadway Sidewalk Maintenance Program: <br /> "Use a sealer to protect the pavers. Pavers should be re-sealed every three years. <br /> . Clean pavers bi-annually. Spot clean as needed in addition to the regular daily <br /> maintenance performed by merchants and property owners. <br /> . Use low water volume or steam cleaning to reduce washing out the sand between <br /> pavers. <br /> . Solvents should not be used without first testing for sealant and color damage. <br /> . Keep the pavers swept daily and promptly clean spills and remove debris that may <br /> soil or stain the pavers. <br /> . Routine tasks to be performed by the adjacent business or property owners will be <br /> required to ensure that pavers are kept clean and help lengthen the time between <br /> necessary contract cleanings. <br /> "Staff has based the recommended maintenance program on a six-month scheduled <br /> cleaning with spot cleaning as needed and special clean-ups after special events. The <br /> ---- semi-annual cleaning would be performed by a contractor. The daily sweeping and <br /> spot cleaning would be performed by merchants and property owners. Vandalism- <br /> related cleaning would be assisted by Public Works Services staff. Special cleanings <br /> would continue to be performed by the Sheriff's Work Program." <br /> Superintendent Mann said the City would clean-up "out of the ordinary" problems. He <br /> said that staff wanted to establish a higher level of maintenance than before, but it was <br /> important to remember that the subject area was comprised of sidewalks, and there would <br /> always be wear and tear and detritus to deal with over time. He stressed the need for <br /> adjacent owners and tenants to commit to the program to make it a success, and expressed <br /> hope that the City would not have to impose an enforcement program. <br /> Councilman Leipzig asked for periodic reports on problem areas. <br /> MEMO 3/25/97 <br /> Councilman Ruskin, Chair of the Council Committee on Streets, expressed his concerns <br /> regarding the proposed program's commitment of time and resources before a needs <br /> assessment was done. He asked if there was merit in delaying implementation, and first <br /> monitor the situation to determine the number and kinds of clean-ups needed before <br /> committing City funds to a pre-established program.
