Manager Patterson said that appropriate street light replacement is accomplished
by establishing a strict maintenance program, and installation of high pressure sodium
~ lights would increase energy costs by 30% in the proposed Underground District.
Councilman Leipzig said in regard to maintaining safety levels at crosswalks and
intersections, "to do the job right, we have to incorporate Plan B (Replace Street Lights
and increase Lighting Levels in the Downtown Area) which is an additional $500,000."
Manager Patterson said, "That is correct."
In response to Councilman Leipzig's comments that "it's a perception that the low
pressure does not give off the same amount of light when in actuality it does," Manager
Patterson said, "They give off more light."
City Manager Everett advised that the amounts appearing in Plan B incorporate the cost
of Plan A, they do not represent additional costs. Manager Patterson said, "Plan B
would be the total cost by itself of bringing everything up to the standard." Councilman
Leipzig said, "So we are looking at approximately $500,000 if we were to go up to State
standards, in order to change people's perceptions."
Mayor Hartnett said, "The capital cost is $392,000 and it is the energy cost that increases
per year. Either way we do it we have an increase in the energy cost. One is about
$42,000 if we did the high pressure, and the other if we did Plan B would be $106,000...
recurring costs."
~
City Manager Everett said, "The purpose of the first report was to put (street lights) in
context. There was quite a bit of interest in let's get brighter lights throughout the City.
What we are trying to paint is, you can't afford that... So, we are trying to put the decision
of the Underground lights in some sort of context or perspective for you. It is not urgent
that you react to the first report at all."
In response to Councilman Claire's questions, Manager Patterson agreed there will be
some additional re-wiring costs to handle the larger wattage.
Mayor Hartnett called upon those people in the audience who wanted to address the
Council on this issue.
Mario Martins, owner of a new Juice and Java Bar at 2119 Broadway across ITom
Spanky's and designed for families, addressed the Council. He said he and three other
small businesses occupy 2119 Broadway and told Council that their block of Broadway is
very dim. He thanked the Council for keeping up the Christmas lights and said they
helped a little. Mr. Martins said Sequoia Station uses white lights, and people feel safe
and comfortable sitting outside of Noah's and Starbuck's; also the City Pub has brighter
lights and is very successful as well as Amelia's. He said the whole downtown area
'-e needed that same feeling.
