downtown area. Safety is important." Mr. Martins said he attended the Redwood City
2000 Town Hall Meeting, and safety, development of downtown and beautification were
identified as three of the top five goals of a healthy city. Mr. Martins, a former Redwood
City government employee, said he started his business in downtown Redwood City,
"primarily because of the futuristic view that I saw ITom the new City Council about a year
ago, that made me decide to pick the City of Redwood City and the downtown area. I
want to take this opportunity to thank all of you for that."
Mayor Hartnett thanked Mr. Martins, and said, "we appreciate your confidence and we
will do our best to live up to it."
In response to Councilman Ruskin's questions, Manager Patterson said the lights on
Broadway were high pressure sodium lights, "one of the things unusual with the lights on
Broadway is that they have a clear cover around them, and if you look at some of the other
street lights, or even your own headlight on your car which is designed with prisms (you
will see) the light bends downward... The problem with that particular light (on
Broadway) it just goes out everywhere, and we (want to) find an appropriate lens for those
lamps, find something that will help project the light downward onto the pavement as
opposed to going just straight out or straight up. I don't know if anything like that is
made, but that's part of the problem."
Councilman Ruskin said he agreed with Mr. Martins about the lack of adequate lighting
on Broadway, and said it was a very important issue; but added that tonight's discussion
was not about Broadway. He said the Council would definitely deal with Broadway
lighting at a future time.
Don Saye, 2021 Broadway, submitted a letter with signatures of business owners on
Broadway "requesting the study incorporate the brightest possible lights on Broadway."
He added that, "if we felt that Broadway were brighter, there would be less dark windows
and empty stores." He described the double lenses on the lamps and suggested more
ITequent cleanings would allow more light to shine through. He introduced Bob Bryant
and John Anagnostou, fellow downtown business owners.
Councilman Ruskin said more frequent cleanings would be added to the Broadway
Sidewalks Maintenance Program.
MEMO 4/8/97
John Anagnostou, 1204 Middlefield Road, said he and many, many other downtown
business people "do not like the yellow lights." He said they were installed for economic
reasons, "but the primary goal is to make this City more attractive... That's why we have
beautification awards, we are paving sidewalks, constantly improving the City... (But) it is
so dim, and it has a depressing feeling as you ride down E1 Camino in the evening... The
yellow lights may have been ok in the 70's, but they are not ok in the 90's. It just doesn't
have the right feel for our City." Mr. Anagnostou said Redwood City doesn't have an
active night life, and the depressing lights don't help. He said this issue should be a top
concern to the Council. He added that developers are very interested in Redwood City
REGULAR COUNCIL MEETING MINUTE BOOK NO. 55 APRIL 7,1997
MINUTES Page No. 236 PAGE 14
