Mr. <br /> Anagnostou said the new City Hall and the housing development on Middlefield and Main <br /> will bring life into the downtown area, and bright lights were needed to welcome the new <br /> --- activity. <br /> In response to Councilman Ruskin's questions, Mr. Anagnostou said he would like to be <br /> able to compare low and high pressure sodium lights before deciding the issue, but he <br /> believed that better lighting is worth the extra money. He said his new lighting on <br /> Forester's Hall has evoked many, many favorable comments ITom people who had not <br /> even noticed the building before. <br /> Ralph Nobles, 3720 Country Club Drive, described the technical and distinct differences <br /> between low and high pressure sodium lights, and said local observatories prefer low <br /> pressure sodium lights in urban areas as their rays are easier to filter out, allowing stars to <br /> be seen in the night skies. Dr. Nobles said only yellow and black are clearly seen under <br /> the "yellow lights." <br /> In response to Councilman Leipzig's comments, Manager Patterson said, "The amount <br /> of light being put out is greater with the low pressure sodium, and... as soon as you put a <br /> regular light (on an object under the low pressure sodium lights), such as when a <br /> policeman is there with a flasWight, or car lights, then you see the normal colors. They <br /> pop out." I think it is a <br /> big issue and ITom what we discussed tonight, it might be premature to give direction to <br /> staff over all City lights and we might want to focus at a later meeting, what might actually <br /> work, whether it is high sodium or low sodium in the downtown area. We have heard that <br /> even with the high sodium lights on Broadway (lighting remains an issue). .. Separately, El <br /> Camino is an issue. That doesn't mean that the whole area bounded by the Underground <br /> Utility District is necessarily an issue. I think we might want to look at each of the two <br /> items separately." Mayor Hartnett said the proposed Underground Utility District does not <br /> include Broadway and El Camino Real, which have been the subject of most of the <br /> discussion at this meeting.
