<br /> City Manager Everett advised that the proposed resolution includes the recommendation <br /> of high pressure sodium lights. <br /> Councilman Leipzig withdrew his motion. <br /> MIS: CLAIREIBUCHAN. TITLE READ. <br /> RESOLUTION APPROVING CONTRACT DOCUMENTS FOR THE DOWNTOWN STREET <br /> LIGHTING PROJECT; AND AUTHORIZING AND DIRECTING ADVERTISEMENT FOR <br /> BIDS THEREFOR <br /> In response to Mayor Hartnett's questions, Manager Patterson said it would be helpful <br /> if the Council approved the inclusion of high pressure sodium lights in the bid, but <br /> described how staff could send out an addendum asking for bids for both low and high <br /> pressure sodium. He advised that this kind of bid package may result in higher bids. <br /> Manager Patterson said that there is no time to use a combination of types. It would have <br /> to be either low or high pressure sodium lights. Manager Patterson added that the City is <br /> trying to coordinate this project with the County's realignment of Winslow because <br /> undergrounding must occur first. He added that time is of the essence. <br /> City Attorney Schricker advised that "as presently prepared, the documents before you <br /> would provide for the high pressure sodium," and if Council wanted to authorize bidding <br /> for both types, then that must be included in the motion. The resolution could be <br /> amended. <br /> City Manager Everett said, "Low sodium gives you bright lights, but the worst <br /> coloration. The worst appearance. We are trying to go with something in-between those <br /> two." <br /> In response to Mayor Hartnett's questions, Manager Patterson said the proposed <br /> resolution would put Plan A into effect. There is no necessity to go to Plan B, but Council <br /> could go to the broader plan if it so chose. Plan B is a continuation of Plan A, "installing <br /> high pressure sodium throughout the rest of the downtown area," a much larger area than <br /> the proposed Underground Utility District which is composed of Areas 1,2,3 and 4 on the <br /> map in the subject Report. <br /> City Manager Everett said the difference between "Plan A and Plan B is just the number <br /> of lights. In both cases we were focusing on the high pressure sodium lights... we can talk <br /> about the lights outside this District at a later time, and/or other streets at a later time." In <br /> response to Council questions, City Manager Everett said "any additional lights in an area <br /> where you have already undergrounded will cost you money, because you will have to put <br /> more lights and hook them into the circuits that are under ground." <br /> Manager Patterson said, "What you are being asked to do now, is change out 156 lights <br /> ITom low pressure sodium to high pressure sodium that are within the Underground <br /> REGULAR COUNCIL MEETING MINUTE BOOK NO. 55 APRIL 7,1997 <br /> MINUTES Page No. 238 PAGE 16 <br />
