I : I I II

main access is preserved and "taking the Refuge up on their public pronouncements about
human and other access to the area... and see if there is anything we need to do in
connection with that."
-
Councilman Claire asked his colleagues to consider the article in the Redwood Shores
Pilot Newsletter that stated Redwood Shores residents, "at least according to the Owners
Association, want nothing to do with the road connecting Whipple and Redwood
Shores.... They fear it will bring more traffic into their neighborhood primarily to escape
the gridlock on Bayshore Freeway.... I have long felt that the whole reason for the road
was an economic reason to develop the South Shores, especially Pond A 12. That is no
longer an issue. That is not going to be developed. If the residents of Redwood Shores do
not wish a road, I don't know why we would... push it." Councilman Claire said no other
Redwood Shores Association has come forward to register its approval or disapproval of a
connector road. Councilman Claire said, "we would have to win the state lotto of about
$20 million to go forward with that road and to do an eminent domain on it to get it. We
just don't have that kind of budget, and what would we get out of it? Nothing." He said
he agreed with Mayor Hartnett that the Council should focus on the force main issue and
access Issues.
Councilman Leipzig said that "the article in the Pilot Newsletter was written by the
former President of the Association as an individual, it was not a formal action of the
Association. I have heard ITom quite a number of residents and members of the
Association who are for the access road."
- Councilman Claire suggested the Association take a formal vote on this issue and advise
Council of the results.
MEMO 4/8/97
Councilwoman La Berge said that this is an issue that affects the whole City, not just
Redwood Shores. She said she believed "was worth putting together some sort of group to
look at the possibility" of a connector road. She suggested a group consisting of the
Chamber of Commerce, Council Members and perhaps people ITom the San Carlos City
Council could meet to address the issue. Councilwoman La Berge did not hold out much
hope for the possibility of this type of road.
Mayor Hartnett said San Carlos had expressed an interest in pursuing this subject.
Councilman Ruskin spoke in favor of pursing information on a small connector road.
Vice Mayor Howard thanked staff and Don Warren for the excellent reports provided to
Council. She expressed her concern that it wouldn't be fair for Council to decide this issue
before hearing ITom the public and different groups, especially the people in the Shores.
Vice Mayor Howard said a connector road could serve as an emergency access road to
Redwood Shores, and a bike trail through the area was a high priority for many people.
,-,- She said these questions need to be addressed, and would be in favor of a multi-
M.LNUlJo, BOOK NO. 55
REGULAR COUNCIL MEETING APRIL 7, 1997
MINUTES Page No. 245 PAGE 23
